How to Play the Game
The game is divided into three years, with a total of 18 rounds – 8 rounds in the first year, 6 rounds in the second year, and 4 rounds in the final year. Each round, we all get a chance to take our turn, starting with the first player.
A turn has two parts: the Work Phase and the Machine Phase.
Once everyone has had their turn, we move the Round Marker to the next space on the Round Track.

To do this, just put your worker on the Contracts & Loans space on the board. You can get up to 3 Contracts or take a Loan. You can get one Contract from each row on the board, and they’re free. You can have as many Contracts as you want. When you take a Contract, you have to decide if you want it to be Active or Deferred to the next year.
If you choose Active, put it on the right side of your player board. You have to complete it by the end of the year. If you complete it, it stays in play and you have to complete it by the end of each year. If you don’t complete it, remove it from the game and take a Penalty marker.
When you have a contract that is deferred until the next year, you should put it in the deferred area of your player board, right above the contract icon. Then, during the refresh phase for the following year, all deferred contracts become active and are moved to the active area. It’s important to remember that you can only defer contracts for the first two years, not year 3.
If you decide to take a loan, you will immediately receive $15. However, be aware that taking a loan also comes with a penalty marker.

When you buy a Tank tile, put it in your Tank Farm on your player board right away. The row the Tank is in tells you what grade of oil it can hold. The column doesn’t affect the game. Each Tank tile can hold 2 Oil barrels of the same or different types. You can buy as many Tank tiles as you want.

When I use the Machines & Pipes Action space, I can only buy Pipe tiles from the 2 rows next to the Machines display.
When I buy a Machine tile, I have to place it on top of an existing Pipe tile in my Pipe Network. The Machine tile should cover exactly half of a Pipe tile and cannot be placed to cover parts of two different Pipe tiles. I can buy as many Machines as I want.
When you want to buy Pipe tiles, you have the option to pay $15 for any 2 available Pipe tiles or $40 for 4 Pipe tiles. Remember, you have to purchase either 2 or 4 Pipe tiles. Once you’ve made your purchase, you need to place those Pipe tiles in your Pipe Network right away.
Here’s another thing you can do: you can choose to change your Turn Order for the next round after you’ve taken this Action.
Upgrades
To take this Action, put your worker on the Upgrades Action space on the board. You can buy up to 2 available Upgrades.
To buy an Upgrade, choose one of the face-up Upgrade tokens and turn it face down. Take a Level 1 Upgrade card of that type and add it to your player area. If you already have the Level 1 Upgrade card, take the Level 2 Upgrade card. If you already have the Level 2 Upgrade card, take the Level 3 Upgrade card.
You can’t buy an Upgrade if its corresponding Upgrade token has already been flipped (dark side showing).
For each Upgrade purchased, you need to pay $20.
When you’re done buying Upgrades, you can choose to turn an additional Upgrade token face down. This will prevent any players from buying that Upgrade until the next year.

If you want to take this Action, you need to place your worker on a Pipe tile in one of the open areas of the Government Pipe display on the board.
During the first year, two out of the four areas can be declared open. However, an area is only considered open when a player actually buys a Pipe tile from that area.
The first player to take this Action in the game can choose any of the four areas to declare open and buy tiles from. When you buy Government Pipe tiles in the first year, if there is only one area with missing tiles (which has already been declared open), you can buy tiles from that area, or you can declare another area open and buy from there.
Once the game reaches the second year, up to three areas can be declared open. And in the third and final year, all four areas are declared open.
When I want to place my worker on a Pipe tile, I have to buy it first. Not only that, but I can also buy any adjacent Pipe tiles within the same quadrant, except for the ones that are diagonal to the selected Pipe tile.
The cost for buying Government Pipe tiles is already shown on the board. It goes like this: for 1 tile, it’s $5; for 2 tiles, it’s $10; for 3 tiles, it’s $20; for 4 tiles, it’s $35; and for 5 tiles, it’s $55.
Once I buy the Government Pipe tiles, I take them and put them in my own Personal Pipe Network.
Now let’s talk about running my Personal Pipe Network.
To take action, you need to place your worker on a Pipe tile in your Personal Pipe Network. You can choose any Pipe tile, but it can’t be connected to a Machine.
Once you’ve placed your worker, you can refine an Oil barrel for each Pipeline that passes through that tile. A Pipeline is a single, unbroken length of Pipe that has the same color. A single Pipe tile can have up to 3 Pipelines passing through it at the same time.
Each Pipeline can only refine oil of a specific type. All Pipelines run at the same time. If you want to increase the grade of an Oil barrel, you need a Pipeline with a Refinement Value that is equal to or greater than the Refinement cost for the desired refinement.
The Refinement Value of a Pipeline is determined by the number of connected segments it has. A segment is the length between two joints in the Pipeline.
The Refinement cost is determined by the markers on the board that indicate the cost of refining oil from one grade to the next. These markers will guide you on how much it will cost to refine the oil to a higher grade.
You have the option to refine the oil in multiple steps in order to achieve higher grades of oil in one go. To do this, your Pipeline’s Refinement Value must be equal to or greater than the sum of the Refinement Costs for each grade of oil you want to achieve. You don’t need to allocate Tank space for the intermediate grades, only for the final grade.
Running your Pipelines doesn’t have any cost associated with it. Each Pipeline can only refine one barrel of oil. You cannot run the same barrel through multiple Pipelines in one Action, and each Pipeline can only be run once per turn.
When you refine a barrel of oil, make sure you have an empty Tank on the same row of your player board to transfer the barrel to. If there’s no available space in your Tanks, you won’t be able to refine the oil. Remember, you can choose to refine the oil to a lower grade than your Pipeline allows.
Expanding your Personal Pipe Network with Pipe tiles
When you add a Pipe tile to your Personal Pipe Network, you need to connect the new tile(s) to at least 1 existing tile in a straight line, so that part of the pipeline on the new tile connects to a tile already in the network.
It doesn’t matter if the colors of the pipelines match or not (you can connect a Teal Pipe segment to an Orange Pipe segment, for example). You can rotate the Pipe tiles in any direction.
If you buy multiple Pipe tiles at the same time, each one can connect to different parts of your existing network.
Note: The Pipeline tracks on your player boards are used to keep track of the longest pipeline of each oil type in your personal pipe network.
Machine Phase
When the Machine Phase begins, you have the option to pay $15 and activate any of the Machines that are connected to your Personal Pipe Network. This activation allows the Machines to refine Oil by using the Pipelines that are attached to them.
If a Machine is positioned in the middle of a Pipeline, it cuts the Pipeline in half. It’s important to note that Machines themselves do not count as a section of Pipe. All Machines operate simultaneously during the Machine Phase, and this happens only once. Even if a Machine is connected to multiple Machines, an Oil barrel cannot be refined multiple times during the same Machine Phase.
Fulfilling Contracts and Orders
You have the flexibility to fulfill your Contracts and Orders at any point during the Work and Machine phases, but keep in mind that they cannot interrupt the Main or Secondary Actions.
When it comes to contracts, there’s a twist that you have to keep in mind. They can be filled partially throughout the year, which means you don’t have to wait until the end to reap the benefits. The moment you place an oil barrel cube on a contract, you get paid based on the grade of oil and the values shown on your player board. It’s like getting instant cash for each cube you place.
And here’s the best part: you can fulfill multiple contracts at once! So, if you have a few cubes lying around, don’t hold back – put them to work and make that money. Just remember, each contract can only be fulfilled once a year, and deferred contracts won’t buy your oil.
Now let’s talk about orders. Unlike contracts, orders have to be fulfilled all at once. When you want to fulfill an order, simply grab an available order tile from the game board and put it next to your player board. Then, gather the right types of oil barrel cubes from your player board and place them on the order tile.
The amount of money you receive for fulfilling an order depends on the grade of oil you use, as indicated on your player board. So, choose wisely and make sure you’re using the right grade to maximize your profit. And just like with contracts, you can fulfill multiple orders in one turn.
End of the Game
The game is done when we’ve all had four turns or when we’ve passed at the end of the third year.
Here’s what we need to do to find out who won:
- Check those Contracts: First things first, I’ll need to go over my Contracts. If I’ve got any incomplete ones, I’ll have to get rid of them. Unfortunately, this means I’ll have to take a Penalty marker for each Contract I remove. Not ideal, but sometimes you just have to cut your losses.
- Time to cash in: Once I’ve dealt with the Contracts, it’s time to see how much money I can make from my Oil barrels. I’ll earn cash for all the barrels that are still on my player board. The amount I get will depend on what’s written on my board. So the more barrels I have, the more money I’ll be able to rake in. Time to bring in the cash!
Pipelines: When I play the game, I make money by having Pipelines in my network. Each Pipeline can refine a type of oil called Crude, and the amount of money I earn depends on the grade of oil it can produce in one run. If a Pipeline is too short and can only produce Low-Grade oil, I won’t earn any money for it.
The winner of the game is the player with the most money!
In the event of a tie, the player who is ahead in player order will be the winner.
