If there’s a “o” over the icon, it means you have to pay the penalty instead of receiving it. If you can’t pay the penalty, don’t worry, you can still play the card. Keep in mind that cards with penalties give you more Influence than other cards in the same deck.

    To play a card, choose an empty slot at the top of your player board. It doesn’t matter which one. Alternatively, you can discard a card from one of the slots. Place the card under your player board, making sure to cover the reward/penalty icon on the bottom.

    After playing a card, you must either sell goods (action 1) or trade with the nobles (action 2). The choice is yours!

    The Influence cards are a way for you to earn Influence, while the Treasury cards provide a lasting financial benefit.

    Adding a Treasury Card to Your Portfolio

    To add a Treasury card to your Portfolio, follow these steps:

    2. After that, you must either sell goods or trade with the nobles.

    Action 1: Sell Goods

    Only Portugal’s strong business connections with its colonies, specifically Brazil, and Europe, allowed it to reconstruct a completely destroyed city in a progressive and rapid way.

    When you choose to sell goods, you have the opportunity to sell one or more items. Here’s what you need to do for each item you sell:

    1. Choose a ship that is docked (a ship card in anyone’s collection that still has space for goods).
    2. Transfer a token representing the item (gold, books, cloth, or tools) from your warehouses to an empty dock space on the ship.
    3. Receive money from the Royal Treasury that is equivalent to the current market price of the item, plus any adjustment shown on the ship card.

    The market prices for the items are indicated on the market track located at the bottom of the game board.

    When the Ship’s hull is filled with goods on the dock below it, the Ship is ready to depart. Here’s what happens next:

    1. All the goods tokens on the dock below the Ship are flipped face-down, indicating they are packed up in crates.
    2. The Ship’s owner earns one wig for each newly packed crate, as the crate labels indicate.

    You have the freedom to sell any number of goods to any Ships, as long as they have enough space. Each Ship has a limited capacity based on its hull size. The goods you sell to a Ship will remain visible on the dock until the Ship is full and ready to set sail.

    Action 2: Trade With Nobles

    Nobles are pretty awesome. They can get things done fast, no need to wait around for an official visit. Plus, they’re willing to trade for specific goods.

    When you choose to Trade with Nobles, you can trade one or two goods. Here’s what you need to do for each good you trade:

    1. Choose one of the six State actions that is not already paired with a resource.
    2. Figure out which Noble is responsible for this action. Then, pick one type of resource that this Noble needs from your warehouses and pair it with the action. Here are the resources that each Noble accepts:
      1. Manuel da Maia (the Builder) accepts tools, which symbolize creation and construction, or gold.

      So here’s the thing: the Marquis de Pombal, who happens to be this really important Minister guy, he’s got a pretty interesting policy going on.     When I think about how Lisboa was able to finance most of its reconstruction, I can’t help but marvel at its clever export strategy. By exporting a large portion of their goods to Flanders, Great Britain, and Brazil, Lisboa was able to generate enough revenue to fund the rebuilding process.

    If you’re interested in building a ship, here are the steps you need to follow:

    1. First, you need to gather a number of different goods that matches the size of the ship you want to build. You can find the hull size of the ship in the shipyard, indicated in the table above it. If you’re replacing an existing ship in your portfolio, simply calculate the difference in size and gather that many goods. It’s important to note that when you replace a ship, you should leave its cargo as is, so it automatically transfers to the new ship.
    2. Next, you’ll need to select an empty slot at the top of your player board or discard a card from one of the slots. Once you’ve made room, tuck the new ship card under your player board. Make sure the bottom portion of the card, which contains the Treasury and Influence icons, is fully covered.

    I’m moving the Treasury marker up by 1 space because new Ships help increase commerce and revenue for the Crown. The Treasury marker can’t go beyond its track.

    I’m earning the total Influence shown at the tops of the Noble and Ship cards in my Portfolio (the 1-3 cards at the top of my player board). I’m including the new Ship’s Influence in this total.

    Now it’s time to produce Goods.

    From each store I own, I’m taking 1 good of its business type (the street it’s facing) from the general supply. If I receive more goods than I can store of any specific type, I’ll simply return the excess to the general supply.

    Each type of good I produce will drop in price by 1 real. I’ll adjust its market price accordingly.

While some of his actions were undeniably positive, like putting an end to the Inquisition, there were other methods he employed to achieve his goal.

    If you want to meet the Cardinal and obtain a Clergy tile, follow these steps:

    1. Move the Cardinal meeple one or two spaces clockwise along the Clergy track that surrounds the Church. Keep in mind that the Cardinal’s spaces are the gaps between the Clergy tiles.
    2. Select one of the two Clergy tiles that are next to the Cardinal. Place the chosen tile face-up on an empty Clergy space on your player board. However, if you already have four tiles, you won’t be able to take this action!
    3. Check if the Cardinal landed on or passed over an icon.

    When playing the game, you need to remember that you can only have four of these tiles at a time. The Clergy tiles can provide you with lasting advantages while they are on your player board.

    Moving Cardinals

    Let me tell you about two icons that can make the Cardinal move. First, we have the King’s State action. When you Meet the Cardinal using this action, you’ll see two arrows. You can use these arrows to move the Cardinal 1 or 2 spaces. Pretty nifty, right?

    But wait, there’s more! Some cards and land rewards have another version of this icon, but with just one arrow. When you see this icon, you can only move the Cardinal 1 space. So, it’s a bit different from the King’s State action, but it still gets the job done.

    If the Cardinal lands on or flies over the Treasury symbol, the Treasury marker will move up 1 spot. However, the Treasury marker cannot go beyond the boundaries of its track.

    If the Cardinal lands on or passes over the Influence icon, something special happens. It’s called Church Scoring, and we do it at the end of the active player’s turn. We lay the Cardinal down so we remember to do this. Cool, right?

    So, Church power is all about the Clergy tiles. They give you benefits and stuff. But guess what? The Marquis de Pombal sees this power as a threat to the Crown. So, you have a choice. You can show your support for the Marquis, gain some Influence, and even get some fancy wigs from the nobility!

    Here’s how it works. Starting with the player who moved the Cardinal, and going clockwise, everyone gets to decide whether they want to gain Influence. If you do, here’s what you need to do:

    1. First, you can choose to discard one or more of your Clergy tiles.

    2. Second, you earn the number of wigs that are depicted on the backs of the tiles you discarded.

    There’s nothing more powerful than receiving a favor from King D. Jose himself. He used to say, “I was a generous King and I knew that I could speed up the city’s rebuilding process.” He loved to spoil his friends with extravagant gifts.

    Each Royal Favor tile represents one of the three Nobles, and it gives me the opportunity to take an extra action in that Noble’s office during any other player’s turn.

    To obtain a Royal Favor, follow these steps: Choose a Royal Favor tile that you don’t already have and place it in the corresponding spot on your player board.

    Remember: I can only have one Royal Favor tile for each Noble at a time.

    Action 3: Visit A Noble

    When traveling to a new place, one activity you should not miss is visiting a noble. It may seem like a simple visit, but it can offer a unique and enriching experience. So, why should you consider paying a visit?

    Firstly, nobles have a deep knowledge and understanding of the local history and culture. They can provide valuable insights and anecdotes that you won’t find in any guidebook or online resource. Their stories and personal accounts add depth and authenticity to your trip.

    When I visit one of the 3 Nobles, my strategy gets a boost. It’s not just about getting access to their State actions without trading anything – I also gain their powerful Noble action. It’s like having the support of the most important people of that time.

    But watch out: If someone has the favor of the King, they can follow me and take advantage of my visit!

    To Visit a Noble, here’s what you need to do:

    1. Choose a Noble card from your hand and play it in the Royal Court on the gameboard.
    2. Place your Courtier meeple on top of the card to show that it’s your turn. This will help other players know if they can follow your visit.
    3. Spend Influence points to Visit the Noble (check out the next column to learn about Spending Influence to Visit a Noble).
    4. <li>Optionally, you can do one of the actions of this influential person without paying a penny.</li> Afterwards, you must perform the noble’s action. </li>

    Remember: If you can’t completely do the noble’s action, you can’t even visit them.

    Follow-up Visit

    After you finish visiting, each of your opponents (going clockwise from you) who has a Royal Favor tile that matches the influential person you visited can also follow that visit. Whoever chooses to follow must do the following:

    1. Return their Royal Favor tile to its stack.
    2. Spend Influence to Visit the noble (refer to below).
    3. Then choose one of the three actions that the influential person is offering: either the noble’s action or one of the two actions pertaining to the state, without having to spend any effort goods.

    Now it’s your turn to make a move in the game. Once every opponent has followed their turn, you need to return your Courtier meeple back to its spot at the edge of the Royal Court and remove your Noble card from the Royal Court. Remember, the player on your left will go next.

    Using Influence to Meet a Noble

    To Visit a Noble or Follow a Visit, you need to spend Influence by moving your Influence marker to the left on the Influence track. The amount of Influence you need to spend is calculated like this:

    Add the Influence value to the left of the Treasury marker to the number of State Officials in that Noble’s office (excluding his office plaza) owned by other players (including neutral players in a 2-player game).

    If the total is less than 0, treat it as 0.

    If (and only if) you don’t have enough Influence, you can make up the difference with wigs. 1 wig equals 1 Influence.

    Calculating the Price of Land

    To determine the price of the land space you want to build on, add the current Treasury value to the cost of the remaining Rubble cubes in the same column and row of the city map (excluding Public Building spaces).

    To open a Public Building, you need a Plan from the architect who designed it, and also the required number of State Officials indicated on the Plan. You can find these Officials in Nobles’ offices or plazas, or alternatively, you can hire them with enough reis.

    If you want to open a Public Building, follow these steps:

    1. Choose a Public Construction Site on the west, north, or east side of downtown. Note: A Public Building on the north side of downtown must have a color that matches the street it sits on. The space itself will also be this color, so it will be easy to identify.
    2. First, I grab the two Rubble cubes from the designated space and put them in the corresponding empty spots on my player board. Then, I collect the reward shown on the construction site space.
    3. Next, I choose one of my unfinished Plans to reveal to the other players. I then select the Public Building tile that matches the architect of that Plan and place it on the space. Just remember not to accidentally flip it to the other architect’s side!
    4. Based on the number indicated on the chosen Plan, I return a certain amount of my State Officials from the Nobles’ offices or plazas to my player board. If I don’t have enough there, I can hire the remaining officials (details on hiring can be found on the next page).

The Nobles will handle that for you, and you can hire the remaining workers for the standard wages.

    When it’s time to construct a new public building, I need to make sure I have enough State Officials to operate it. The architect’s vision for the building determines how many State Officials I need. I have to reassign that many State Officials from the Nobles’ offices and plazas to the new Public Building on opening day.

    If I don’t have enough State Officials available from the Nobles’ offices and plazas, I have the option to hire the remaining officials at the last minute.

    The cost of each new hire is the same as the current Treasury value, which is shown next to the Treasury marker.

    As soon as someone completes their second set of rubble or all 3 Political card decks in the display are empty, we finish the current turn. We discard all the remaining cards in the display and then follow these steps:

    1. Each player receives 3 wigs for each set of Rubble cubes on their player board.
