You’ll find a map divided into six regions. There are no restrictions on how many pieces can be placed in a specific region or along a border. Different players and coalitions can have their pieces in the same region or border. The map is surrounded by a victory point track and spaces to mark the favored suit.

Each coalition has twelve blocks in their respective color. The purpose of a block depends on where it is placed. When a block is placed in a region, it becomes an army. On a border, it becomes a road (you can distinguish them by placing roads on their side).

When it comes to coalition blocks, they can play a significant role in helping loyal players. However, if you decide to change your loyalty, the soldiers who were once under your command won’t follow you anymore, regardless of the help you provided in raising the army.

The Role of Cylinders

As a player, you have eleven cylinders in your color. The cylinder with the gold design is specifically used to keep track of victory points. The other cylinders serve different purposes depending on where you place them.

When you place a cylinder in a certain area, it becomes a tribe. If you place the cylinder on a card in your own court, it becomes a spy. Unlike other pieces in a coalition, cylinders will always belong to you, even if your loyalty changes.

Money Supply

There are 36 coins in the game, each worth one rupee. Unlike other game components, there is no maximum limit to the number of coins, although you rarely need more than what’s provided.

In Pax Pamir, rupees represent political capital. During this time, political capital was mostly a zero-sum game, and that remains true in Pax Pamir.

Loyalty and Influence

In Pax Pamir, I am always loyal to one of three coalitions: the British (pink), the Russian (yellow), or the Afghan (green). My loyalty determines which color of coalition blocks I’ll place when I play cards. For example, if I’m loyal to the Russian coalition, I’ll use yellow blocks.

The measure of my loyalty to a coalition is called influence points. I’ll explain how to acquire these points later, but for now, just know that your total influence is the sum of one plus the number of patriots in my court, the number of my prizes, and the number of my gifts.

If I want to change my loyalty, I need to gain an influence point associated with a different coalition than my own. I can do this by playing patriots or by betraying cards with prizes.

When you decide to switch loyalties, the first thing you need to do is return your gifts to your supply and get rid of any prizes and patriots you had previously collected. Then, you need to adjust your loyalty dial to show your new loyalty.

Taking Charge of a Region

There are six different regions in the game, and each one has a ruler token. If no player is currently in charge of a region, the ruler token stays on the board.

If you become the ruler of a region, you get to take the corresponding ruler token and keep it in your play area. On the other hand, if you stop ruling a region, you have to return the ruler token back to the board right away.

To take a ruler token, you need to have at least one tribe and more ruling pieces than anyone else individually. Ruling pieces include tribes and loyal armies. If there’s a tie, no one rules the region. Enemy coalition armies can prevent you from taking a ruler token, even if there are no enemy tribes.

Ruling a region gives you access to the build action, special taxing privileges (page 13), and the ability to get bribes from other players who want to play cards associated with that region. Being king has its perks.

For example: In Kandahar, you have three ruling pieces – one tribe and two Afghan armies loyal to you. There are also four additional armies that don’t support you (two British and two Russian). Since you have a tribe in the region and the most ruling pieces, you get the ruler token.

Rules Everyone Should Know

Working Together

We can talk and make plans during the game, but remember that any deals we make are not set in stone. We can’t give each other cards, but we might be able to give each other money if the rules say it’s okay. Like if you tax someone or play certain cards.

We have to be careful with our pieces too. If we don’t have any more of a certain type, we can take one from somewhere else. But we can’t take any that have been placed this turn. And sometimes we can change one type of unit into another when we do this.

You gotta place a spy, but you don’t have any more cylinders left. No worries! You can use one of your tribes in play and place it as a spy instead. Simple, right?

Now, let’s talk about card precedence and special abilities. Some event cards and court cards have special abilities that can change the rules of the game. These special abilities always take priority over the regular rules. If a court card has a special ability, it stays active as long as the card is in your court.

Moving on to access to actions. You always have access to the core actions: purchase and play. But the cards in your court give you even more actions to choose from. However, each card in your court can only be used for one action per turn. Even if a card has three actions on it, you can only use one of those actions each turn.

Lastly, let’s discuss what happens when you want to discard a card in your court.

When a card in your court gets discarded, you must know what to expect. Take a look at these important rules that come into play:

So, here’s how it works. If there are any spies on the card, they are lost and returned to their owner’s supply. It’s like they disappear into thin air! Poof!

If you’re left with no cards, you’re off the hook and no further payment is required. Phew!

So here’s the thing: the cards in your court and the pieces on the map don’t really have a direct connection. They kind of do their own thing. But, and this is important, if you lose your last tribe in a region, you’ve got to get rid of all the political cards you had for that region. Just toss ’em out. Gone. Likewise, if you lose the last political card you had for a region, you’ve got to take out all your tribes from that region. They go hand in hand.

This rule is a game-changer, my friend. It can be the difference between winning and losing. So, better read it through one more time, just to make sure you’ve got it. You don’t want to miss out on a victory because of a silly mistake!
