The Goal of the Game

As an architect, my job is to create beautiful neighborhoods by constructing houses and improving the community. I have three streets where I’ll be building my houses. The houses are numbered and will be grouped together into housing estates. But remember, only fully completed housing estates count towards my score at the end of the game.

In addition to houses, I can also build parks and pools to make the neighborhood even better. By enhancing the quality of my constructions, I can increase the value of my housing estates. And of course, my ultimate goal is to be the first architect to complete all the City Plans!

Oh, and there’s one more thing. If I want to speed up the construction process, I can hire more workers from temp agencies. This will impress the mayor and give me an advantage in the game.

Setting Up the Game

• First, grab a pen or pencil and a sheet of paper from the player sheet. Each player will need their own.
• Now, let’s get the City Plan cards ready. Take three cards from the basic set, one with a number 1, one with a number 2, and one with a number 3. Place them face up so that everyone can see. Put the rest of the City Plans back in the box.
• Next, it’s time to shuffle the Construction cards. Divide them into three equal stacks, each with 27 cards. Make sure the house numbers are facing up. Arrange the stacks in a column, leaving room to the right for discarded cards.

When each turn begins, I flip over the top card from each construction stack and place it on the right side, making sure its effect is displayed. These stacks have three different combinations, each consisting of a House Number and an Effect. These combinations are used to perform actions.

As we take turns, we all choose one of the three combinations to perform an action on our own sheet. It’s possible for multiple players to choose the same combination.

Now, here’s the important part. Once you’ve chosen a combination, you need to write the number from that combination in one of the houses on your sheet. Make sure the house you choose is empty, and write the numbers from left to right in ascending order.

You know what? Here’s a fun fact for you: the same number can never appear twice on the same street! Isn’t that interesting?

Just Think About It!

When filling in houses, I can choose to leave empty houses in between two built houses and come back to fill them in later. It’s important to note that the numbers must always be in ascending order.

You can also choose to skip numbers when you’re filling in houses. For example, you can place a 10 right after a 7.

If you can’t follow the placement rules, you won’t be able to fill in a house number and you’ll get a building permit refusal. Just cross off the top-most space with the lowest number.

Your chosen combination also lets you do something special. But remember, you can only do it if you didn’t get a building permit refusal. And don’t worry, it’s okay if you don’t want to do the special thing.

Once everyone has built their houses and done their special things, we start a new turn. If there are no more cards in the construction stacks, we just mix them up again and deal them out like before.

So, with Temp Agency, you can write numbers from 0 all the way up to 17. And here’s the twist: Every time you use the Temp Agency, you have to cross off a box from the Temp Agency column. Gotta keep track of those uses!

Now, here’s how the scoring works: At the end of the game, the player who crossed off the most Temp Agency boxes gets a whopping 7 points! That’s some serious bragging rights. The next highest scorer gets a solid 4 points, and the third highest scorer gets 1 point. But, if there’s a tie, all the tied players score the same amount of points. Fair is fair, after all!

Example: Let’s say I have a card with the number 8 on it. I need to use that card to create a house, and the other cards I can choose from are 6, 7, 8, 9, and 10. Once I’ve built my house, I can cross off one of the boxes.

Hey there! I’ve got something super cool to tell you. It’s a way to duplicate house numbers in a game. Let me explain how it works!

First, you need to find a house with a number you want to duplicate. The new house has to be right next to it, either on the left or on the right. Pretty simple, right? Oh, and just to let you know, you can’t have fences between the duplicated houses.

Now, when you duplicate a number, you write “bis” next to it in the new house. You can duplicate a number as many times as you want, and you don’t have to match the number with any specific effect.

Here’s the fun part: when you duplicate a number, you cross off the top-most space in the “bis” column. And remember, at the end of the game, you subtract the smallest unchecked number from your final score.

City Plans are like blueprints that cities use to guide their architects in achieving specific goals. For example, a city might want to build a certain number of housing estates with specific sizes.

Here’s how it works: if you’re the first player (or players) to meet all the conditions of a City Plan during the same turn, congratulations! You’ll score the points indicated on the City Plan card. Just write down the higher number from the “Project” side of the City Plan in the corresponding box (number 1, 2, or 3) in your Plans column.

Once you’ve scored the points, flip the City Plan over to its “Approved” side. It’s important to note that you can only score each City Plan once.

When you and other players achieve the same City Plan score, whoever does it later gets fewer points.

Housing Estates Plans

To complete these City Plans, you have to finish all the required housing estates.

The estates don’t have to be on the same street. A Plan’s estates can be located anywhere.

Note: Once an estate fulfills a City Plan, you can’t subdivide it with a Surveyor’s fence. It also can’t fulfill another City Plan. Mark the fence above each house to show that it has fulfilled a City Plan.

The first player who completes a goal can choose to shuffle the 81 Construction cards and deal three new stacks of cards, like in the game setup.

End of the Game

The game ends immediately under these conditions:

• You cross off your third Building Permit Refusal.
• A player completes all three City Plans or
• A player constructs all of the houses on their streets.

Add up the points for City Plans, parks on each street, pools, temps, and completed estates. Subtract the points from the “Bis” column and the Building Permit Refusal column.

The player with the highest number of points emerges as the winner.

If there is a tie, the player with the most completed estates takes the victory. If the tie persists, the player with the most 1-house estates comes out on top, followed by the 2-house estates, and so on. If the tie persists even further, (really?) the players engage in another game of Welcome To.
