Here are the rules for the Metropolys game:
1.
Goal of the game
The goal of Metropolys is to score the most points by constructing tall buildings and controlling districts in a bustling, vibrant city.

The game includes a game board, building tiles, district cards, and meeples in different colors for each player.

Setup
To set up the game, each player chooses a color and takes their corresponding meeples. The building tiles and district cards are shuffled and placed near the board.

Gameplay
The game is played over several rounds. Each round, players take turns placing meeples on the board to claim districts and build buildings.

Claiming districts
To claim a district, players place one of their meeples on an unclaimed district space. They must then pay the cost indicated on the district card to claim it.

Building buildings
To build a building, a player places one of their building tiles on an empty building space in a district they control. They must pay the cost of the building, which is determined by its size and the district it’s in.

Controlling districts
A player controls a district if they have the most meeples in it. Controlling a district allows them to build taller buildings and earn more points.

Scoring points
At the end of each round, players score points based on the height of their buildings in each district they control. The player with the most points at the end of the game wins.

In this game, I am an urban planner searching for prestige. My goal is to strategically place my buildings in the most advantageous locations. Once I have placed all of my buildings, the game comes to an end. The player who has earned the most prestige is declared the winner.
Setting Up
Note: These instructions are specific to 4-player games. Any adjustments for a different number of players will be explained at the end of the rules. Before beginning your first game, please take a moment to read the “Welcome” player aid.
- Every player, except one, has passed.
- No one can place any more buildings because the most recently placed building has no neighboring neighborhood.
- No one can outbid the most recently placed building.
- Don’t rush to build all your expensive buildings. If you do, you might struggle to outbid other players in future rounds!
Welcome to the game! Let’s get started by setting up the board. Place the board in the center of the table. For your first game, you can use the layout shown in the “Welcome” player aid. But for subsequent games, you can create a random layout by placing 7 tokens in the center district and 5 tokens in each peripheral district. Just make sure not to put any tokens in blind alleys, which are neighborhoods surrounded by water with only one way out. You should also place the subway and archaeological site cards next to the board.
Now let’s get to the gameplay. First, shuffle the 4 area cards of the Family version. Each player will take a card, look at it secretly, and place it face down near them in their play area. These area cards are described in the “Secret objectives” player aid, so make sure to refer to that for more information.
Next, each player will choose a color and take the corresponding 13 buildings. It’s important to choose a starting player as well.
Now that everything is set up, we’re ready to begin the game. Have fun and enjoy!
The game revolves around turns. A turn is when Metropolys asks for proposals. Every turn, one building gets constructed. We keep playing until one player puts down their final building.
Now, let’s talk about the Call For Proposal phase. In this phase, the first player selects one of their buildings (it can be any value) and puts it in an unoccupied neighborhood. Make sure the number on the building is visible. Then, going clockwise, players can either Outbid or Pass.
Let’s dig deeper into Outbidding. To outbid, a player needs to place one of their buildings (with a higher value than the one just placed) in a neighborhood right next to the building they want to surpass.
When it comes to finding the right building, you have a lot of options. You can choose any building that has a higher cost. It’s important to remember that the neighborhood you choose should be unoccupied. You can cross bridges to get to your chosen building, but you won’t be able to cross lakes or rivers.
If you decide to pass on placing another building, you won’t be able to place any more buildings during this turn. However, any buildings you’ve already placed will stay on the board until the end of the current turn. Keep in mind that if you don’t have any buildings left or if your buildings don’t meet the required value, you’ll need to pass.

Example: Okay, so here’s what happened. First, the blue player started things off with a bid of 3. Then, the gray player decided to outbid with a higher bid of 7. But here’s the catch: for the red player to outbid, they had to place a building in a neighborhood with a trendy token. That’s exactly what they did, going all in with a bid of 9. Now it’s the white player’s turn, and they’re interested in the subway token, so they make a bid of 10.
At this point, it’s up to the blue player to decide if they want to keep bidding. The minimum bid they would need to make is 11, but they feel like that’s too high, so they decide to pass. Gray does the same. Now it’s red’s turn, and they’re the only one left. They’re willing to pay 11 because they have the Bridges card. White decides to pass this time. With no one else left to compete, red wins the bid and the call for proposal comes to an end.
The Conclusion of the Proposal
So, there are three ways this call can end:
So here’s the deal: whenever I place the last building, I win the call for proposal. And guess what? I get to actually build that building by flipping it over to the side with no number. It’s like staking my claim!
Now, here’s where it gets interesting. If there’s a token on the same neighborhood where I just built my shiny new building, I snatch it up and add it to my play area. It’s like a little bonus for my victory.
But don’t worry, everyone else gets their unfinished buildings back. No hard feelings, right? And just to keep things fair, I become the new start player. Time to kick off a fresh new turn!


Continuing from the last example: Imagine flipping the red building, but leaving it exactly where it is. Now, remove all the other buildings used in this call for proposal from the board. Red can then start a new call in any empty neighborhood they want, wherever on the board.
Here’s another example: It’s Gray’s turn again. Gray can choose to grab the neighborhood shown at a low cost, since no one can outbid them (there are no empty neighborhoods adjacent to it). Gray puts down one building and wins the call for proposal. Then, Gray flips the building, collects the trendy neighborhood token, and begins a new turn.
Tokens
If a player builds in a neighborhood that has a token, they get to keep it. These tokens will be worth a certain number of points at the end of the game.
Hotspots: these are special areas in a city where everyone wants to be. If I build a building in a hotspot, I’ll get a ton of recognition.
Subway: Wow, check out these cool tokens! They’re like little golden breadcrumbs leading us to subway stations. The people in Metropolys are all about these prized spots. Throughout the game, the person with the most Subway tokens ends up scoring the coveted “Subway” special card. It’s a pretty big deal!
Archaeological Sites: These are spots where ancient ruins are located. Urban planners don’t really like them because they can delay construction projects and be expensive. The player who comes across one of these spots gets the archaeological site special card.
Special Cards
During the game, two special cards can be used: the subway card and the archaeological site card. These cards can be passed between players during their turns.

Subway: Once you earn a subway token, you get this card. You keep it in front of you until someone else earns more tokens.
If another player has more tokens than you, they take the card away from you. This can happen multiple times during the game, so the card might go back and forth between players.
Note: If two players have the same number of tokens, the card stays with the current holder.
Archaeological Site: Once you earn an archaeological site token, you can play this card. Keep it in your play area until another player earns an archaeological site token.
If another player earns an archaeological site token, they take the card from you. This means that the card can change hands multiple times during the game.
Important Tip
When you place a building that isolates a neighborhood, like next to a blind alley, it’s a good idea to immediately construct your lowest-valued building in that neighborhood. This will bring you closer to ending the game and might prevent your opponents from getting a neighborhood that’s important to them.
Try to guess what cards your opponents have as soon as possible! This knowledge could be useful when making proposals.
The game ends when any player builds their last building. At that point, all players reveal their secret cards and tally up their points:
– Each “Trendy neighborhood” token you have is worth 3 prestige points.
– Each “Subway” token you have is worth 1 prestige point.
– The owner of the “Subway” card earns an additional 3 prestige points.
When you own an “Archaeological site” in the game, you’ll lose 1 prestige point for each one you have. And if you happen to be the owner of the “Archaeological site” card, you’ll lose 2 prestige points. But don’t worry, because for every building you construct next to the type of area indicated on your “Area” card, you’ll earn 3 prestige points. So it’s all about balancing your choices to gain the most points.
The player who ends up with the most prestige points is the winner. But what if there’s a tie? Well, in that case, the player who has constructed the most buildings will take home the victory. And if there’s still a tie after that, the tied players will share the victory. It’s all about building strategically and maximizing your points.
Now, let’s talk about the expert game. In the 2 and 3 player games, one of the peripheral districts is not used. So you won’t be able to place any buildings in that district. Also, remove 2 subway, 2 archaeological site, and 1 trendy neighborhood tokens from the game. The remaining tokens should be placed normally, with 7 tokens in the center and 5 in each peripheral district.

When playing a game of “2 player games,” we make a few changes to the setup. First off, we don’t use two adjacent districts on the outskirts of the city. We also remove some tokens from the game: 3 subway tokens, 3 archaeological site tokens, and 4 trendy neighborhood tokens. The remaining tokens are placed as usual, with 7 in the center and 5 in each peripheral district. If you’re playing the Family version, don’t forget to take out the Borders area card.
