During your turns, you’ll have the chance to take between 3 and 5 Actions. These Actions will allow you to move around the city, recover your hidden money, hire gangs, and visit stores to buy disguises or open lockers. However, be careful! Setting Up the Game

Getting the City Ready

  • Get the 2 starting City tiles and randomly place them face down in the marked spaces. Make sure the arrows on the back of both tiles point in the same direction, either up or down. Then, flip both tiles face up and keep their orientation.

  • Next, I flip over the top City tile of each stack, making sure the other tiles stay on top of their respective stacks.

    Alright, here’s what we need to do to get started:

    • Gather the 6 Patrol cards and give one of them to the game box secretly, without letting anyone see it. Then, place the remaining 5 cards face down in their proper spots on the board to form the Patrol deck.
    • Put all the Police Officers into a bag and mix them up really well.
    • Take 2 Police Officers from the bag, completely at random, and place them on top of each City tile stack. Repeat this for each City tile, except for the starting tile without the hospital. On this starting tile, place 2 more Police Officers.
    • If there are now 2 Police Officers of the same color on any City tile (whether on the board or in the display), put one of them back into the bag. We won’t draw a replacement for that one.

    As you begin the game, take the Contact cards and mix them up. Then, place them face down to create a deck near the Game board. Next, reveal the top seven cards from the deck and display them face up next to the deck.

    Setting Up the Game

    First, you need to pick a color. Choose your favorite color and get the Player board, Player screen, and all the pieces that come with it. Make sure they match your chosen color.

    Next, place the Player board right in front of you. The pieces should be arranged just like they are shown in the picture above.

    1. First, I’ll start by placing my Player pawn at the Hospital Location on the Game board.
    2. Next, I’ll take my 9 Income cubes and distribute them on the spaces of my Income track, starting from space 0 and going up to space 8.
    3. Now, I’ll place my 3 Asset tiles depicting the Police Officer shields face up on the indicated Item spaces. The order in which I place them doesn’t matter.
    4. I’ll also place my Asset tile depicting the Extra Action icon on the unlocked $5k Asset tile space.
    5. For the next step, I’ll take my 3 remaining Asset tiles and place them face up on the indicated Contact card spaces. Again, the order doesn’t matter.
    6. Now, I’ll take my 2 Gang Control markers and place them in my Gang area.
    7. I’ll place a First Aid tile face up on its designated space.
    8. Next, I’ll put 3 Wound cubes in my Green Wounds box.
    9. Now, I’ll grab my Rest token and place it with the sun face up on its designated space.
    10. Finally, I’ll take 4 Notoriety cubes and place them in the space below the red and blue Notoriety boxes.

    I’m going to tell you how to set up and play a game called “Escape Plan.” It’s a game where you pretend to be a thief trying to escape from the police and get away with your stolen loot. Here’s what you need to do to get started:

    1. First, put your Player screen in front of you. Then, take $9,000 in play money and hide it behind your screen. Make sure no one else can see how much money you have.

    2. Next, shuffle the Escape Plan cards. Each player gets one card, but keep it a secret from the other players. Look at your own card, but don’t show it to anyone else.

    3. The player who has most recently robbed a bank goes first. They put their Turn order marker on the first space of the turn order track. Then, the other players put their markers on the next available spaces, going clockwise.

    4. Finally, each player puts their Notoriety marker on an empty space at the bottom of the Notoriety track on the Game Board. It doesn’t matter what order you put them in.

    The goal of the game is to escape from the police and have the most Notoriety points at the end. Good luck!

    On the third day, I try to get out of the city. There’s only one way out, but I have to make sure I have enough money to pay for my escape. If I don’t, I’ll get caught by the police, lose points, and I won’t have a chance of winning the game.

    The goal is to leave the city with the most cash. Whoever has the highest amount wins it all.

    Here’s how the game works:

    1. Income Phase – I receive money for my investments and can pay to unlock an Asset tile.

    2. Patrol Phase – The police start closing the exits.

    3. City Phase – The city is slowly revealed.

    4. Turn Order Phase – The order of play for the rest of the round changes.

    5. Day Turns Phase – This phase is split into five parts: Morning, Afternoon, Evening, Night, and Dawn. This is when I take my actions.

    1. Income

    Note: You don’t have to worry about this on the first day.

    I want to tell you about the first phase of the game, which is all about income. In this phase, I get money from the investments I made in different businesses throughout the city. It’s like I’m collecting returns on my investments.

    To determine how much money I receive, I look at the lowest number on my income track. At the beginning of the game, this number is $9k. But as I remove cubes from my track, my income goes down.

    Remember, the income I receive during this phase is based on the number of income cubes I have on my player board.

    1. Change of Day Phase – Get ready for the next day.

    Vinnie has six cubes on the income spaces, so he receives $6k (six is the lowest visible number on his Player board).

    After I take my Income, if I have a Notoriety of 1 or 2, I can spend $3k to unlock an Asset tile.

    2. Patrol

    During the game, SWAT teams put up patrols at different exits out of the city. By the fourth day, all the exits will be blocked, so I need to escape on the third day when the last exit is still open.

    When I reveal the top 2 cards from the Patrol deck, they should be placed face-up on the corresponding patrol space of the Game board. But here’s the thing, if it happens to be Day 3, then I need to draw the last remaining card as well.

    Now, this is where things get interesting. If a second card is placed on a Patrol space, that exit is completely blocked off. Say goodbye to any plans of using that particular exit!

    But wait, there’s more! If the City tile that shows the blocked exit is either on the board or face up on one of the stacks of City tiles in the display, then it’s time to take action. I need to grab one of the face-down stacks of Exit tiles, it doesn’t matter which one, and place it on that City tile to cover up the exit space.

    On the flip side, if the City tile that corresponds to the blocked exit is not yet visible, things work a bit differently. I should take one stack of Exit tiles and place it on top of the Patrol cards for that exit. But here’s what’s cool – as soon as the exit becomes visible on a City tile in the display, lo and behold, I should place a stack of Exit tiles on top of the newly revealed exit space.

    Example 1: I’ll start by revealing the top card of the Patrol deck. And surprise! It’s a 1. I’ll put the card face up on Patrol space 1 on the board. Since this is the first card in that space, nothing special happens.

    Now, let’s reveal the second card. It’s a 3 this time. I’ll place it face up on Patrol space 3. But wait! This is the second card in that space, which means exit number 3 is now blocked.

    Since the City tile with exit number 3 is already on the board, I’ll take one of the stacks of Exit tiles and put it on that space of the City tile. We’re making progress!

    Example 2: I reveal the top card of the Patrol deck. It’s a 2, so I place it on Patrol space 2. This is the second card on that space, so exit 2 is now blocked. The City tile showing exit 2 isn’t currently on the board or face up on any of the stacks.

    I need to take one of the stacks of Exit tiles and put it on top of the Patrol cards for exit number 2. When the City tile with exit 2 appears, I move the Exit tiles from the Patrol cards to the Exit space on that City tile.

    3. City

    As I play the game, the city’s geography is gradually revealed, along with the positions of the police in the streets. I can use this information to my advantage.

    Starting with me, I’ll place one new City tile from the display onto the board. Then, the next player will do the same, and we’ll continue taking turns until all of the four face-up tiles in the display have been placed in the city.

    So, if there are four players in the game, each of us will place one new tile. However, in games with fewer than four players, we’ll repeat the sequence, and some players may end up placing more than one tile. But, in a five-player game, the player who goes last in turn order won’t get to place a tile.

    For example: Let’s say it’s me, Vinnie, Scar, and Claws playing a three-player game, in that order. As the first player, I’ll place the first tile. Then, Scar will place the second tile, followed by Claws placing the third tile. Now that everyone has placed a tile, we’ll start the sequence again, and I’ll place the fourth tile.

    When you want to add a new City tile to the game board, you need to follow some rules. First, the new tile must be placed next to at least 2 existing City tiles. This ensures that the city grows and connects with the rest of the tiles. Second, you need to rotate the new tile in a way that allows one of its Land types to connect with the same Land type on another tile. This creates a connection between the tiles and helps the city expand.

    • If the tile has a Gang space, you must place 2 Gang members onto that Location from their designated area.

    Once all 4 City tiles have been placed, it’s time to create a new display. Flip the top tile of each City tile stack. Then, for each new face-up City tile, randomly draw 2 Police Officers from the bag and place them on top of the tile.

    Once I’ve placed all the Police Officers onto the tiles, there’s a rule I need to follow: if any tile has 2 Police Officers of the same type, I have to return 1 of them back to the bag. I don’t get to draw a replacement tile, so I have to be careful with how many Officers I place.

    4. Turn Order

    The order in which we take turns is determined by our Notoriety markers.

    This part of the game is divided into 5 sections: Morning, Afternoon, Evening, Night, and Dawn.

    The person with the highest Notoriety goes first, no matter where they were before. The second highest goes second, and so on, descending in order from there.

    If there’s a tie, things get flipped around. So, on Day 1, since everyone starts tied, the person who was last becomes first, and it goes on like that.

    Now, let’s rearrange the turn order based on the Notoriety. The new order of turns is Scar, Ruby, Vinnie, and Claws. Scar goes first, followed by Ruby, then Vinnie, and finally Claws.

    Throughout the day, I’ll go through a set routine. First, I get to take one action, followed by any number of executive actions. Then, we update the Notoriety track, all in a specific order. It’s important to keep track of time, so we move the Time marker along the Time track after each action or Notoriety update.

    During the Morning, Afternoon, and Evening, everyone has to take one action. It’s mandatory. But during the Night and Dawn, taking turns is optional. If we decide to take turns during those times, we need to use Extra Action discs.

    This means I’ll typically have between 3 and 5 turns every day. But there’s an exception! On Day 3, if I manage to escape the city, I won’t have any more turns. I can sit back and relax, knowing my job is done.

    When it gets dark outside, I have a decision to make. Do I want to get rid of one of my Extra Action discs and use it now, or do I want to save it for later?

    But the next morning, things work the same way. I can still use an Extra Action disc, even if I didn’t use one the night before.

    Now, let’s talk about moving Police Officers.

    • You can move any Police Officer from one tile to another, no matter how far.

    • Police Officers are not allowed on the Hospital tile.

And if you move 2 tiles away, you won’t have to worry about any Police Officers on the tile you go through. Just make sure you steer clear of the ones on the tile you came from.
    • During the Avoiding step, you can simply ignore all the Police Officers on any tile you pick. They won’t be a problem for you!

    Once you’ve brought back both Gang members, you can take back your Gang Control marker. And guess what? The gang is up for grabs again – any player can control it now.

    F. Use an Unlocked Asset Tile

    You have a total of 7 Asset tiles on your Player board. Your Extra Action Asset tile is already unlocked and can be found on the left side of your Player board, specifically on the $5k Asset space.

    At the start of the game, three of your Asset tiles are already occupying three of your Item spaces, and the remaining three are placed on your Contact card spaces. These six tiles are locked when the game begins.

    To unlock an Asset tile, select any locked tile and move it to the most expensive empty Unlocked Asset space. If you unlock an Asset tile on a Contract space, move any remaining Asset tiles on your Contract spaces to the right to fill in the gaps.

    Once you unlock your final Asset tile, remove it from the game. Your Player board can only hold up to 6 unlocked Asset tiles, and you can’t replace an existing tile.

    When you play the game, something called Notoriety will go up. This lets you unlock more things like Equipment and Contact cards. But as your Notoriety goes up, you’ll have to deal with more Police Officers.

    You can try to keep your Notoriety low, which means not drawing a lot of attention to yourself. At the end of the game, having a high Notoriety will make your final score go down.

    Remember, you keep track of your Notoriety during your turn using these things called Notoriety cubes. You don’t change the Notoriety track directly when you take your turn.

    After everyone takes their turn, the Notoriety track gets updated for each part of the day.

    During this part, each player moves their Notoriety marker on the track depending on their Notoriety cubes.

    When you get a cube in your Red Notoriety box, it pushes you further up on the Notoriety track. On the other hand, if you have a cube in your Blue Notoriety box, it moves you down on the Notoriety track. Before you move your token, you need to calculate how much your Notoriety marker will move and in which direction.

    Once you’ve adjusted your token on the Notoriety track, you need to reset your Notoriety cubes by putting them back in the bottom part of your Notoriety box.

It doesn’t have to be next to them or anything. But there’s just one thing – they can only do it if it’s possible. Makes sense, right?

    When playing the game, there are rules about how the Police Officer moves. They must always end up on a tile that is at least one tile closer to where the active player is. It’s not allowed to have two Police Officers of the same type on the same tile. And there can never be any Police Officers on the Hospital City tile.

    Escaping The City

    Only on Day 3 can you leave the city. To do that, you need to go to the Exit Location and choose to leave. Your pawn will then be taken off the board. This happens during the Travel step of your turn.

    During the Avoid step, you have to try and avoid any Police Officers, just like usual. This includes the ones that are on the Exit tile because you are leaving that tile too. But on the turn when you leave the city, you don’t do step 3.

    Leaving the city requires you to pay some money. If you’re the first player to leave, it’s free. But after that, the cost depends on the number of players in the game and the order in which you’re leaving the city. If you don’t have enough money to leave, you’ll get arrested and be out of the game.

    Once you escape the city, your pawn will be removed from the board.
