Setting up the Game
First things first, let’s get the game set up. You’ll start by placing the game board in the center of the playing area. This board represents the city, with various locations and spaces to explore. Then, each player will choose a gang and take the corresponding gang sheet, player markers, and gang tokens. Make sure you’re all set up before we move on!
Playing the Game
Now that everything is ready, it’s time to begin the game. The objective is straightforward – to be the most influential gang in the city. You’ll achieve this by recruiting new gang members, seizing control of key locations, and expanding your turf.
Each round is divided into several phases. During the Action phase, you’ll have the opportunity to take a range of actions, such as recruiting new members, using special abilities, or attacking rival gangs. This is where your strategic decisions will come into play. Choose your actions wisely, as they will determine your success in the game.
After the Action phase comes the Income phase. During this phase, you’ll collect resources based on the territories you control. These resources will be crucial for recruiting new members and acquiring powerful equipment.

Game End

The Yugai are an incredibly powerful race with a fierce hunger for conquering planets across the galaxy. As they seize control of these planets one by one, they force the indigenous inhabitants to flee to refuge worlds, which are woefully ill-equipped to support life.
Sadly, those unfortunate enough to find themselves on these refuge worlds are crammed into cramped cities under the control of the Yugai. Living conditions are grim at best, but the chances of survival are slightly higher within the confines of these cities. It is within these desperate circumstances that groups of refugees have banded together to form gangs.
Every gang presents itself as having a grand vision and purpose, but ultimately their main focus is doing whatever it takes to ensure their own survival. In the game City of Remnants, you will assume the role of one of these gang leaders, vying to become the most respected and feared in the city.
The Game Components

I’m excited about City of Remnants because this strategic board game offers a thrilling and immersive experience. The game comes with all the necessary components to get started, including a game board, player mats, development tiles, and various types of cards that add depth and strategy to the gameplay. There are also different tokens and dice to keep track of important elements in the game.
Setting up City of Remnants is simple. Just follow these steps:
1. Retrieve the game board, player mats, and all the components from the box.
2. Place the game board in the center of the playing area so that everyone can easily access it.
3. Distribute one player mat to each player. The player mat serves as a personal area where players can keep cards and tokens.
4. Randomly place the development tiles face-down on the designated spaces on the game board. These tiles represent the various buildings and locations that players will interact with during the game.
5. Shuffle the development draft cards and deal two cards to each player. These cards provide special abilities and advantages to players throughout the game.
6. Sort the gang leader starter cards, gang member unit cards, and black market cards into separate decks. Place these decks in their respective areas on the game board.
7. Shuffle the YCU coordinate cards and place them face-down in a pile. This deck represents the actions that the YCU (Youth Control Units) will take during the game.
8. Place the YCU alert reference card and the cloth YCU token bag near the game board. The YCU alert reference card provides important information about the actions of the YCU.

- First, put the game board in the middle of the play area.
- Next, separate the 4 groups of gang leader starter cards. There are 10 of each kind, with the gang leader’s name on them.
To choose a gang leader, pick their deck of 10 starter cards. Mix them up to make a draw pile, and take 4 cards from the top.

Alright folks, here’s how we get started playing this game. Let’s get the gang leaders sorted out first. You can either decide randomly or roll the die to see who goes first. Don’t worry about it being fair; just keep it fun!
Once we’ve determined the first player, we’ll go clockwise around the table. Each player will collect the player mat that matches their gang leader’s color. Make sure it’s in front of you, so we can keep an eye on things.
On the player mat, you’ll see a turn tracker and an influence tracker. Put a turn tracker token on the 0 space of the turn track, and an influence tracker token on the 4 space of the influence track. This will help us keep track of who’s doing what.

Let’s Get Started!
A game of City of Remnants is made up of several rounds. Each round is divided into four phases. You have to complete each phase in order, so pay attention!

- Reset
- Player Turns
- Yugai Patrol
- Award Renown
The Reset Phase
During the reset phase, I can get rid of as many cards as I want from my hand, throwing them into my discard pile. Once I’m done, I should shuffle my discard pile and put it face-down under my draw pile.
Then, I need to draw cards from my draw pile until I have the same number of cards as my influence. To find out, I can check my influence track on my player mat. Everyone starts with 4 influence, by the way.
The player who has the first player token gives it to the person on their left. And guess what? We all get 2,000 ARCs. Let’s make it rain! Any black market cards that are still face-up need to be discarded, and we draw 4 new ones, placing them face- up.
Get rid of the rest of the face-up gang member cards and draw 4 new ones, putting them face-up on the table. But remember, during the first turn of the game, we won’t do the Reset Phase.
It’s Your Turn!
Starting with the first player and going around the table clockwise, everyone gets a turn. We keep going until each player has taken 4 turns. But there’s a catch: if it’s your turn and you’ve already done 4 turns because you recruited gang members outside of your turn, you have to skip and let the next player have a go.
When it’s your turn, you have to choose 1 action to do. Don’t worry, your player mat has a list of actions to help you decide what to do. And hey, you can also play cards from your hand whenever you want during your turn. It’s up to you!
When I finish my turn, I move my turn tracker token forward by 1 space on my turn track. And when all players have their turn tracker tokens on the 4 space of the turn track, the player turns phase ends.

Playing Cards
During my turn, I can play one or more cards from my hand and use their special abilities. Once I play a card, I have to discard it. Cards that have the word ‘Battle’ in their special ability only work when I play them during a battle.
Special abilities that don’t have the word ‘Battle’ in their text won’t work if I reveal them during a battle.
Yugai Patrol Phase
When the Yugai patrol phase begins, we need to check if there are any YCU (Yugai Control Unit) tokens on the board. If there are, we have to return them to the cloth bag and shuffle them. Now it’s time for the first player to draw and show 2 YCU coordinate cards.
Next, the first player will randomly draw YCU tokens from the cloth bag one at a time. They have to place one YCU token on each of the coordinates that are listed on the revealed YCU coordinate cards.
So, here’s the thing: once all the YCU tokens have been put in place, if any of those tokens happens to land on a space where a player’s figures are hanging out, well, then the player in question has got themselves a fight on their hands. I’m talking about a battle, folks. It’s gonna go down right then and there.

When you’re playing the game, you have the freedom to battle YCU in any order you want. If there are multiple players who need to battle YCU, the player who is currently highest on the turn order will go first. After they finish their battles, it will then be the next player’s turn.
Make sure to resolve all YCU battles before moving on to the next phase. If any YCU tokens are left undefeated, they will remain on the board until one of two things happen:
1. They are defeated, or
2. The next Yugai Patrol Phase begins.
Now let’s move on to the Award Renown Phase.

Hey there! Let’s talk about the exciting phase where we collect renown tokens in the game. These tokens are like rewards that we earn for controlling certain spaces and developments. At the beginning of the game, there’s a big pile of tokens with a total worth of 200 renown.
Now, here’s something interesting. If we’re supposed to receive renown during the award renown phase but there aren’t enough tokens left in the pile for us to claim, we don’t miss out on our well-deserved renown! Instead, we calculate the amount of renown we would have received and add it to our current total. Simple as that!
Your total renown score in the game is determined by this method. Just keep in mind that the game ends when there are not enough tokens for all players to claim in the renown phase during a round. So make sure to stay on top of your renown game!
Actions
Now, let’s talk about the different actions that we can take during the game. There are 6 options available to us.
A. Recruit Action

To recruit a gang member, you need to choose one of the face-up gang member cards next to the gang member deck. Let everyone at the table know who you want to recruit.
Starting with the person on your left and going around clockwise, players who still have turns left can bid on that gang member. The first person who bids says how many ARCs they’re willing to pay for the gang member.
The next player can raise the bid or pass. If they pass, they’re out of the bidding. Keep going around the table until only one player remains in the bidding.
So here’s what happens when I want to recruit a gang member: First, I have to pay my bid and get the gang member on my side. But here’s the twist – if I manage to recruit a gang member on someone else’s turn, I get to move my turn tracker forward by 1 space on my own turn track.
But what if someone tries to outbid me? Well, no worries – it’s still my turn. I just have to pick a different gang member and give it another shot. I’ll keep doing this until I successfully recruit a gang member.
Once I’ve recruited a gang member, their unit card goes into my hand and I add 1 figure to my gang member pool. It’s like building up my team!
Now, here’s an interesting situation – what if all the gang member cards are face-down? Well, in that case, I have to reveal the top card of the gang member deck and try to recruit them. It adds a bit of mystery and excitement to the game!
B. Buying Action
When I want to buy something from the black market, I can choose one of the 4 black market cards that are face-up next to the black market deck. I have to pay the ARC cost of the card I choose and then I add it to my hand. But remember, if there are no face-up black market cards, I won’t be able to buy anything.
Not only can I buy black market cards, but during the buying action, I also have the option to buy renown tokens. Each renown token costs 3,000 ARCs. I can buy as many renown tokens as my influence value allows during each buying action I take.
C. Producing and Developing Action
Some of the developments in the game have a special ability that can be used when I perform a produce and develop action. When I choose to do a produce and develop action, I can activate the effects of each development I own that has this special ability.
So, here’s the deal – when I’m playing this game, I have the option to build new developments on the board. All I have to do is pay the cost listed on the development and place it on the board. There’s just one catch – I can’t place a development on a space that already has one. Gotta find an empty space that matches the level of the development. Easy enough, right?
Now, let’s say there are some figures on the space where I want to put my development. No problem! I can just move those figures onto my new development. It’s like a two-for-one deal.
Next up is the sell action. This one’s pretty straightforward. If I want, I can get rid of some product tokens that are on my developments in exchange for ARCs. The catch is that I can only sell as many products as I have influence. So, if I want to sell more, I better work on increasing my influence. Remember, you have to finish moving one figure before you start moving the next one. Also, you can’t move a figure to a space that already has 2 of your figures. And diagonal movement is not allowed.
Moving Figures onto the Gameboard: An Exciting Move!
When I’m choosing which figures to move during my turn, I’ve got some options:
- I can move a figure from one space on the board to another legal space. It’s like teleporting them around!
- I can also add a figure from my gang member pool to the game board. It’s like introducing a new member to the team!
When I want to move a figure from my gang member pool to the game board, here’s what I do: I remove a figure from my gang member pool and place it on my entry space. You can find my entry space on my side of the game board – it’s the one with the white crosshairs.
By doing this, I’ve just moved that figure one space out of the three it can move during my turn. It’s like giving them a head start!
Let me show you an example of how this works:

Moving into Spaces with Enemies
When I’m moving my figures on the board, I need to be careful not to land them in spaces where there are enemy figures. You see, any figure that belongs to the other players is considered an enemy, including those YCU tokens. If I do accidentally move into a space with enemies, my movement stops right there.
I’m not allowed to move my figures into more than one space that has enemies during a single turn. So, I have to be strategic and plan my moves wisely. After I finish my move action, if there’s a space with more than one player’s figures on it, a battle will happen there.
Battling Another Player
Battling other players is a big part of the game, and it’s really important. When I engage in a battle, I have the chance to weaken my opponents and also take control of any developments they currently have. It’s like a power move!
By winning battles, I can change the game’s dynamics and gain control of more areas on the board. So, it’s definitely a tactic worth pursuing. Plus, it feels pretty cool when you outsmart your opponents and come out on top!
When you and another player are fighting over a spot, it’s important to know who the attacker is. The attacker is the one whose turn it is, and they start the battle by placing their cards face down in front of them.
The attacker can choose how many cards to play, up to the number of cards they currently have. These cards can come from their hand, the top of their draw pile, or a combination of both. But remember, they can’t look at the cards from their draw pile that they’re sending to battle.
The other player in the battle is the defender. Once the attacker has placed their cards, the defender will also lay down their cards. They have the same limits and can only play as many cards as they have in their influence.
So, here’s what happens when it’s time for a fierce card battle. First, both players lay down their cards. Then, the attacker shows their cards and activates any special abilities related to battling. Next, it’s the defender’s turn to reveal their cards and do the same. It’s an intense back-and-forth that keeps you on the edge of your seat!

Alright, let me break down the next step for you. We each need to roll a number of dice equal to the number of figures we have in the space where we’re fighting, as well as in each neighboring space. Just so you know, spaces that are connected diagonally don’t count as neighbors.
After we roll our dice, we add the results to the attack value of our cards. Remember, the attack value depends on the color of our cards.
The winner of the battle is the one with the higher total attack value. But here’s the thing: if our attack values are the same, the defender actually wins. Pretty tricky, right? Now, if you end up losing the battle, you have to remove one of your figures from the contested space and put it back with your other unused figures. Plus, you have to take one of the unit cards you played in that battle and put it back in the game box. Tough break, I know.
If you didn’t play any cards in that battle and lost, you have to pick and get rid of one of your gang member cards from your pile of cards you’ve already used. If you don’t have any cards in your pile, you have to choose one from your hand, or you can look through your deck for a gang member card to remove from the game.
(If you search through your deck, don’t forget to shuffle it afterward). Just to let you know, when you remove a card from the game, everyone gets to see what it is. After a battle, if the space is still being fought over, another battle happens right away in the same place until there’s only one player’s units left.
Battling Yugai Control Units
When you go up against a Yugai Control Unit (YCU), the first thing you need to know is its attack value. You can find the attack value listed on the YCU’s token. But here’s the tricky part: the attack value of a YCU token gets a boost from other YCU tokens in the same area. So, you’ll need to add up the attack values of all the YCU tokens in that space to determine the total attack value of the YCU you’re facing.
If you have more than one YCU to battle, it’s up to you to decide in what order you want to take them on. Just keep in mind that you’ll have to face them one at a time.
Once you know the attack value of the YCU token you’re going up against, it’s time to choose the cards you want to send into battle. You can use cards from your hand or from your draw pile, following the same rules as when you battle another player. Lay down the cards you’ve selected and reveal them.
Now comes the exciting part! Roll a number of battle dice equal to the total number of figures you have in the contested space and each adjacent space. Each figure means one battle die. So, the more figures you have, the more dice you get to roll.
When you’re playing the game, you need to add the number you roll to the attack value on your cards. If the total is the same or higher than the attack value of the YCU token, you’ve defeated that YCU. You can then put the defeated YCU token back in the bag and roll the six-sided die.
Look at the YCU alert card and do what it says based on the number you rolled. Sometimes, this means more YCU units are placed on the board. If that happens, resolve the battles with those new units just like you would during the Yugai Patrol phase. You can find more details about the Yugai Patrol phase on page 10.

If my attack value is lower than that of the YCU token, I have defeated him. I must remove one of my figures from the contested space and place it back into my pile of unused figures. I also need to remove one of the unit cards I played in that battle and place it back in the game box.
If I didn’t play any cards in that battle, I have to choose and remove one gang member card from my discard pile. If I don’t have a discard pile, I must choose and remove one gang member card from my hand or draw pile and remove it from the game.
Just like when I battle any other enemy figure, if there are still contested spaces on the board after the battle, I have to continue battling until there are no contested spaces left.
If you don’t feel like battling a YCU, you have another option: you can bribe it. To bribe a YCU, all you have to do is pay the same amount of ARCs as the YCU’s bribe value and put the YCU token back in the cloth bag. The best part? No need to roll a die after bribing!
Building Influence
There are specific tasks you can complete throughout the game to gain influence. Once you meet the requirements for one of these tasks, you have to announce it and move your influence marker up by 1 space on its track, which you can find on your player mat.
Once you gain influence, you’ll never lose it, even if you no longer meet the requirements for gaining it. You also can’t meet the same requirement twice. Each player’s mat has a description of how to increase your influence.
Player Decks
In City of Remnants, I get to create my own deck of cards. The draw pile, discard pile, and my hand are all part of my deck.
When the game ends, we move into the award renown phase. If there aren’t enough renown tokens for all of us to claim what we earned, we each add the amount we would have claimed to our current total of tokens. That total is our final score.
The player with the most renown wins the game. Don’t forget that each black market card I have at the end is worth 1 renown.
If two or more players tie for the highest renown, the player with the most ARCs breaks the tie.
