- There are five different theaters of operations on the board where the conflict will take place.
- Each theater of operations consists of two or three campaigns. A campaign is represented by a row of battle spaces on the board, which can be occupied by unit tokens from either player during the game.
- The active campaign is the topmost campaign in each theater of operations that has at least one unoccupied battle space. You can only place your unit tokens on an unoccupied battle space in the active campaign of any theater of operations.
- A closed campaign is a row of battle spaces that have all been occupied by unit tokens.
- On top of each theater of operations is a battle track. The position of the battle marker on the battle track indicates which coalition is currently winning the theater of operations.

Elite forces: These tokens are like regular ones, but with supercharged abilities.
Task forces: When you play these tokens, you can ignore the effect of the occupied battle space. How handy is that?
Blitz forces: Once you place and resolve a unit token, you can immediately place another unit token from your supply to a eligible battle space in the same theater of operations. Naval bombing / Aerial bombing: When you carry out the battle space effect, you will also carry out a bombing effect. This means you can choose and discard one random unit token from your opponent’s supply.- First, place the gameboard in the middle of the table.
- Next, put a battle marker on the middle (red) space of each battle track.
- Now, it’s time to decide who will play as the Axis coalition and who will play as the Allied coalition. Each player should take a player screen and put their unit tokens in their own bag.
- Shuffle your unit tokens in your bag and draw three. Keep these tokens hidden from your opponent behind your player screen. These tokens are your “reserve”.
- Place the two war victory markers next to the war victory track.
