The only exception is if a wild card or a wild card draw four is flipped. In that case, you have to reshuffle and start over.
If the draw pile ever runs out of cards, you have to take the top card from the discard pile, shuffle the discard pile well, and use it as the new draw pile. You continue playing with the single card on top of the discard pile as usual.
