A War of Whispers: A Battle Decided in Whispers

In this extraordinary game, it’s not the clashing swords or thundering cavalry that determines victory, but rather the whispers that hold the power. As an esteemed member of a secret society, it is my duty to manipulate the outcome of the war by pulling unseen strings and guiding the five kingdoms towards my desired outcome. A War of Whispers is an intricate dance of shifting loyalties, concealed motives, and masterful strategy.

The Initial Setup: Choose Your Colors

Before the epic battle for dominance commences, each player must select a color that will represent their faction throughout the game. The chosen color will determine the loyalty tokens, agents, and player board that the player will possess. These items are placed carefully in front of each player, ready for the tactical struggle to come. The game board, the center stage for our whispers, takes its place at the heart of the playing area, while the first turn marker rests upon the starting space. As the game progresses, the subsequent turn markers will accompany their predecessor, patiently waiting for their moment to be revealed.

Alright, folks! Let’s get this game started! We have five empires to conquer, so first things first. Grab those empire banners and make your own piles – we’ll call them the Banner Reserve Piles. Now, it’s time to organize those empire cards. Separate them into five decks and place each deck next to its matching empire.

Got all the cards in place? Great! Now, let’s set up the map. Take a look at the regions on the board. If you see a banner image in any of them, grab a banner of the same color and place it there. Nice touch, huh?

Now, time to decide who goes first. We’ll leave it to chance – random selection. The lucky player who gets chosen will be the starting player. To mark this special role, they’ll receive the starting player marker. But we’re not quite done. Before we dive into the action, we need to make some bets on the Empires. Take your tokens, shuffle them up, and place them face down on the loyalty spaces on your personal board. This will determine your bets on the Empires. Okay, everyone set? It’s game time!

Welcome to the Game

When you play this game, you take turns. Each turn has four parts. The game board will tell you which part to do. Here are the four parts: Deploy Agents, Empire Turns, Cleanup, and Swap. You do all four parts before the next round starts.

In the council of each empire, there are four spots. You and the other players can put your agents in these spots. The first player starts, and then you go around the group in a circle. Each player takes one agent off the board and puts one agent on any empty spot. You do this until each player has put two agents on the board. Once everyone has done that, you can move on to the next part of the game.

When it’s time for the Empire Turns phase, we’ll start with the Bear Empire. Then, we’ll take turns clockwise around the group. Each council position will get a chance to take an action, starting with the Sheriff and going around the board. After everyone has taken their turns, we’ll move the turn marker to the next space on the tracker. The next player will then get the starting player token.

In the Swap Phase, we all have the opportunity to trade our unrevealed tokens. All you have to do is switch the slots where your tokens are and flip them up so the empire symbols can be seen. Once you’ve done this, you won’t be able to swap them again. Once the swapping is finished, discard any empire cards in your hand until you have only five cards left.

Once the Cleanup Phase is finished, the next round will begin. This pattern will continue until we have played four rounds.

GAME OVER

After the fourth round, the game will come to an end. Now it’s time to count our loyalty tokens. The player with the most tokens will be crowned the winner! But if two players have the same score, the player who changed their loyalty the least will take the victory.
