1. Set Up

First, let’s set up the game. Each player will choose a role to play, such as a scientist or a medic. Shuffle the player cards and deal them out evenly to each player. Next, shuffle the infection cards and place them face down in a pile. Finally, place the outbreak cards face down within reach.

2. Gameplay

Now, let’s dive into the gameplay. The game consists of a series of turns, with each turn divided into four phases: a player turn, an infection phase, an outbreak phase, and a player draw phase.

Player Turn

During your player turn, you can take up to four actions. Actions include moving between cities, treating diseases, sharing knowledge with other players, and building research stations. Use your actions wisely to minimize the spread of diseases and find cures.

Infection Phase

The infection phase is where new diseases spread. Draw the top card from the infection deck and place disease cubes on the cities shown on the card. Be careful, as cities with more cubes can quickly become outbreak hotspots.

Outbreak Phase

If a city already has three disease cubes of a certain color and another cube is added, an outbreak occurs. When this happens, the disease spreads to neighboring cities, potentially causing a chain reaction. Move the outbreak marker forward one space for each outbreak.

Player Draw Phase

During the player draw phase, you will draw new cards to add to your hand. The cards can provide valuable resources or special abilities that can help you combat the diseases. Be strategic in choosing which cards to keep and use.

3. Winning and Losing

The game can be won or lost in several ways. You win by finding cures for all four diseases before running out of player cards or outbreak cards. However, you lose if any of the following conditions occur: the outbreak marker reaches the end of the track, there are eight outbreaks, or you run out of disease cubes of any color.

Game Setup

Setting up the game is easy. First, gather all the necessary components. Make sure you have the Plane Board, Dice, Player Pawns, Supply Crates, Plane with stand, City Cards, Role Cards, Reference Cards, Crisis Cards, Time Tokens, Sand Timer, Waste Marker, and the Instruction booklet.

Next, place the Plane Board in the center of the playing area. Each player should choose a Player Pawn and place it on the starting space of the Plane Board.

Shuffle the City Cards and deal a number of cards to each player, as indicated in the Instructions. Place the remaining City Cards face-down near the Plane Board.

Shuffle the Role Cards and deal one to each player. Place any unused Role Cards face-down near the Plane Board.

Shuffle the Crisis Cards and place them face-down near the Plane Board.

Place the Time Tokens, Sand Timer, and Waste Marker within reach of all players.

Finally, make sure everyone understands the rules and objectives of the game. Now you’re ready to play!

Objective of the Game

The objective of the game is to work together as a team to save as many cities as possible from the pandemic. Players will take on different roles and collaborate to distribute supplies, treat infected cities, prevent crises, and ultimately find a cure for the pandemic before time runs out.

Gameplay

At the beginning of each round, a player will roll all the dice. The results of the dice will determine the available actions for that round.

On their turn, each player can perform up to four actions. Actions include moving to a different city, treating cities, distributing supplies, or using special abilities based on the player’s role. Players must work together and communicate effectively to make the best use of their actions.

After all players have taken their turns, a crisis card is revealed, adding a new challenge to the game. Players must respond to the crisis and take appropriate actions to prevent further outbreaks and maintain control of the situation.

The game continues with players taking turns and responding to crises until either all the cities are cured, or the timer runs out. The players win if they cure all the cities and find a cure for the pandemic. However, if the timer runs out before the cure is found, the players lose and the pandemic spreads, devastating the world.

When I set up the game board, here’s what I do:

First, I put the plane board right in the middle of the table.

Next, I place the waste marker on the first space of the waste track.

Then, I take four supply crates and put them in the five supply rooms that match their colors on the board.

In HQ, I put the sand timer and three time tokens on the board. The other six time tokens go off the board and near the cargo bay.

I shuffle the city cards and reveal one. I put the plane in the city that matches the card on the flightpath along the edge of the board, and then I put that card back in the box.

I also reveal two city cards and place them faceup in the cities that match them on the flightpath. Then, without looking at them, I put three city cards facedown in a pile in HQ to create the city deck. All the remaining city cards go back in the box.

When it’s time to play the game, here are the steps to follow:

Step 1: Shuffle the role cards and give one to each player. Return the remaining cards to the box.

Note: For your first game, it’s a good idea to remove the Director, Recycler, and Supply Specialist roles before shuffling.

Step 2: Each player picks a pawn and takes the matching color dice and reference card. Put your pawn in the room shown on your role card and place your reference card in front of you. Return any extra pawns, dice, and cards to the box.

Step 3: The player who last traveled by plane goes first.

Note: Crisis cards can make the game more challenging. If you’re an experienced player and want to use them, check out the “Crisis Cards” section on page 6 for rules and setup instructions.

Epic Game Play at Your Fingertips

The rules of Pandemic: Rapid Response are simple and easy to follow. To kick things off, flip the sand timer and get ready for some heart-pounding action. Each player takes turns in clockwise order, creating a sense of urgency and anticipation.

When it’s your turn, grab all of your dice and give them a good roll. You have the opportunity to reroll any dice twice during your turn, choosing to keep whichever results you prefer. This gives you the flexibility to strategize and optimize your moves whenever you see fit.

When it’s my turn, I can use the dice I’ve rolled to do different things. I can move around the plane, fly to different cities, assign dice to rooms, and activate those rooms. There’s no limit to how many times I can do these actions during my turn, as long as I have the right results on my dice.

Remember: Sometimes I have to “spend” a die to use it. When this happens, I place the spent die on my role card, and I can’t use it again until my next turn.

Move

To move, I just need to spend any one of my rolled dice. I can use that die to move from my current room to an adjacent room through an open door. It doesn’t matter what number is showing on the spent die.

I can use any die to move through an open door to an adjacent room.

Fly

So, here’s the thing: before you can deliver those supplies to the city, you gotta fly the plane there. Makes sense, right? But here’s the catch – the plane has to follow this flight path that goes all the way around the board’s edge.

If you want to fly, all you have to do is use one of your dice that shows a plane result () and move the plane to a city next to you. You can do this while you’re in any room of the plane.

You might have wondered how to operate an airplane between neighboring cities. Well, here’s how:

Choose Dice

First off, you’ll need to assign some dice to a particular room in order to activate its effect. To do this, simply place one or more of your dice onto the empty spaces in your current room. But be sure to keep in mind these rules:

• The result on your die must match the icon displayed on the die space. Most rooms only require one specific result, while the recycling center needs all different results.
• If there are multiple spaces grouped together, you must place dice on all of them at the same time. Otherwise, you won’t be able to put any dice in those spaces.

Hey there! Let me explain how to assign dice in a room, based on the groups in the room. It’s really simple!

When you assign dice in a room, you need to follow the direction shown by the groups in that room. Just place your dice accordingly, and you’re good to go!

Keep in mind that multiple players can assign dice in the same room over multiple turns. Once you assign your dice, they become “locked” and you can’t use or roll them until the room is activated.

Now, let’s activate a room!

Each room in the plane has a unique effect that you can use, but first, you need to assign enough dice in that room.

During your turn, if you have assigned enough dice in your current room, you can activate it and unleash its effect. Each room’s effect is represented by a symbol on the right side of a group of die spaces. In order to activate the effect, all the spaces leading up to that symbol must be filled with dice.

Hey there! This room is pretty cool because it lets you make one power supply crate. But before you can start, you need to fill each space leading up to the first symbol.

Here’s something interesting: the more dice you use, the stronger the room effect becomes. So when you activate the room, you gotta choose the most powerful version of the effect that your dice allow.

When you fill all available spaces before the second symbol, you end up creating two crates instead of just one. Unfortunately, there aren’t enough dice available to create three crates.

Once you’re done using the special ability of a room (which includes creating waste, as I’ll explain later), you need to take all the dice that were assigned to that room and place them back on the role cards of their respective owners.

Supply Rooms

Inside the airplane, you’ll find five supply rooms, each dedicated to creating a specific type of supply.

Hey there! So, when you activate a supply room, here’s what you do: you grab the number of supply crates that’s shown for that room, and you need to put each crate on an empty cargo space in the cargo bay. Simple enough, right?

When you activate the room, you get 2 power supply crates. These come straight from the supply room and go right into the cargo bay.

Now, if you don’t have enough empty spaces in the cargo bay, no worries! You have some options. You can either take fewer crates or, if there are already crates in the bay, you can return some of those to their rooms. That way, you make some space for the new crates.

Here’s another thing: if there aren’t enough crates in the room to take, that’s okay too. You just grab as many as you can. But remember, you can never have more than four crates of each type in the game.

The plane’s supply creation procedure creates waste, which accumulates over time. Once you transfer the crates to the cargo bay, waste is generated by rolling all the dice in the active room.

For each dice result that displays a circle around the icon (representing the plane, water, or food), the waste marker moves one space closer to the “loss” section on the waste track. If the waste marker ever reaches the “loss” section, you lose the game.

Recycling Center

So, here’s what happens at the recycling center. First, we collect all the waste from supply rooms. This can be things like paper, plastic, and metal. It’s amazing how much stuff we use and throw away without thinking about it!

Once we have all the waste, we use special machines at the recycling center to process it. These machines sort out the different materials, like separating paper from plastic. It’s like magic!

After sorting, the machine does something called “regenerating.” Basically, it takes the waste and turns it into something new and useful. For example, those old newspapers you threw away? They could become new paper products, like notebooks or tissue paper. Cool, huh?

By recycling, we’re not only saving resources but also reducing the amount of waste that ends up in landfills. When we throw things in the trash, they just sit there and take up space. But when we recycle, we give those items a second chance and help our environment.

Cargo Bay

In the cargo bay, I keep all the crates that are ready to be delivered. From there, I can take those crates and deliver them to different cities.

When I activate the cargo bay, I need to make sure I deliver the crates that match the icons shown on the city card where the plane is currently located. Once I deliver the crates, I can return them to their respective supply rooms.

After that, I take a time token from the supply and place it in HQ, which gives me more time to complete my tasks. I also need to discard the city card and put it back in the box.

End of Turn

When I can’t or don’t want to do anything else on my turn, that means my turn has ended. Then it’s the next player’s turn, and they can take their actions.

Roles

Each player has a specific role, which determines their starting room in the upper-right corner during the setup. These roles also come with unique abilities that can be used throughout the game.

I’m Ian Dominic, the recycler, and I start in the recycling center.

Time Keeps Ticking

While we’re taking our turns, the sand timer doesn’t stop.

But when the sand timer runs out, we have to pause the active turn. I’ll discard one time token from HQ to the box, and then draw the top card of the city deck. I’ll place it faceup at the matching city along the flightpath.

After that, we flip the sand timer back over and continue the game, picking up right where we left off with the active turn. But remember, while the game is paused, we can’t play or strategize.

If there are no time tokens left in HQ when the timer runs out (no matter how many tokens are in the supply), we’ll immediately lose the game.

Please note: Once you throw away time tokens, they can’t be retrieved.

The Game Ends

You lose the game if any of these two situations happen:

So, here’s the deal: if the timer runs out and HQ doesn’t have any time tokens left to discard, or if the waste marker reaches the space on the waste track, then things aren’t looking too good for us.

But on the bright side, there’s a way to win this game! When we deliver supplies to all the city cards, and there are no more city cards left along the flightpath, and the city deck is empty, bam! We win!

Now let’s talk difficulty.

If you’ve played this game before and you’re looking for a challenge, you can adjust the difficulty level. During setup, in step 6, just pick a difficulty level. The table below shows how many city cards you should use when placing them along the flightpath and creating the deck. The higher the difficulty, the more cards you should use.

If you’re up for a challenge, the higher difficulty levels in this game will definitely put your skills to the test. But before you jump into the veteran or heroic levels, make sure you’re truly prepared.

Get Ready for Crisis

Crisis cards add a whole new level of obstacles to the game, making it even more exciting and challenging. However, they can make things pretty tough, so it’s best to start with a lower difficulty level when you first introduce them.

Here’s how to set up the crisis cards: shuffle them and place them facedown near the headquarters to create the crisis deck.

When the sand timer runs out and you’ve drawn and placed a new city card, it’s time to draw the top card from the crisis deck and see what challenge awaits you. Even if the city deck is empty, you still have to draw a crisis card.

There are three types of crisis cards, each indicated by an icon in the bottom-right corner of the card:

Immediate Crisis

When you play an immediate crisis card, something important happens right away. It’s like a burst of energy that has an immediate impact. Once you resolve the effect of the card, it’s done and you can put it away. It’s a one-time thing, just like a flash of lightning that lights up the sky and then disappears into the darkness.

Ephemeral

When you have a temporary crisis card in play, its effects continue until the card is removed. You place the temporary crisis card faceup on the city deck, and when the timer runs out, you discard the faceup crisis card to the box.

Getting the Card

When you play the game, you’ll come across special cards called delivery crisis cards. These cards add an extra challenge to your delivery missions. Typically, when you deliver goods to a city, you need to deliver them to the city card. However, when a delivery crisis card is in play, you have to deliver to the crisis card first, before you can deliver to the city card beneath it.

Here’s how it works: let’s say you’re at your current city, and there’s a delivery crisis card covering it. Instead of delivering goods to the city card as usual, you have to deliver a crate that matches the icon shown on the crisis card. By doing this, you can discard the crisis card and place it in the box.

It’s important to note that multiple delivery crisis cards can cover the same city at the same time. So, whenever you activate the cargo bay, you can only deliver goods to the topmost crisis card at your current city.
