What exactly is a Legacy Game?
Legacy games are super special because they actually change and grow as we play them. It’s like we’re the ones writing the game! In Machi Koro Legacy, we get to play through ten games that make up a whole story. With each game, we uncover new stuff, learn new rules, and unravel an amazing adventure.
Our mission is to bring the town of Machi Koro to life and become a part of its history. Every game in the campaign is a chance for us to win and leave our mark on the town register.
But here’s the catch — the campaign is full of surprises! So, here’s the golden rule: don’t peek or open anything until you’re told to do so!
That means we have to keep the secret compartments in the game box and the cards in the legacy deck locked away until it’s the right time for them to be revealed.
Every game in the campaign brings something new. Sometimes you’ll need to learn a new rule. When this happens, you’ll get a card that explains the rule and you can refer to it whenever you need.
Between games, everything resets as if you put the game away and then brought it back out to play again – although you can play multiple games in one session! However, each time you’ll start with different rules and components, so it won’t be exactly the same.
If you’ve played Machi Koro before, that’s fine. You’ll recognize some things, but you’ll also find many differences and exciting discoveries as the campaign unfolds!
Key Concepts
The Legacy Deck
Hey there! Let’s talk about the legacy deck. It’s a special deck of cards that you read one at a time, starting from the top card. When you read the deck, you always start with side A and then move on to side B. It’s really important to never read the cards out of order!

When you see a card in the legacy deck, keep drawing and reading cards from the deck until you find one that says stop.
Once you see the stop card, you must stop right away. The card where you stopped will provide instructions on when to flip it over and keep reading.
If the cards in the legacy deck become disordered, ask someone who is not part of your campaign to sort them out, using the numbers in the bottom right corners of the cards.
The Mystery Boxes
Some cards in the legacy deck will instruct you to open a specific mystery box. When this happens, pause and open the box to see what’s inside. Then continue reading the cards to learn what to do with the new things you’ve found.
The Rules Deck

As you progress through the campaign, you’ll encounter new rules. Whenever this occurs, you’ll be given a rules card from the legacy deck, which will provide an explanation and visual representation of the new rule. Keep all of these rules cards together in a single deck.
Before each game begins, take the rules deck out of the reserves and keep it nearby. While playing, refer to the cards in the rules deck to ensure you are following the correct rules, as these new rules will not be listed in this rules document.
At the start of the game, each player will receive a reference card that explains the sequence of turns. As new rules are introduced that add additional steps to the turn sequence, each player will receive a new reference card from the legacy deck.
When this happens, discard the old reference card. It will never be used again, even in free play after completing the campaign.
The Reserves
Hey there! So, sometimes in the campaign, I might tell you to set aside some cards or other stuff in what we call the reserves. The reserves are like a holding area for things that aren’t gonna be used in the current game, but could come back later in future games.
In the game insert, you’ll see a well divided into two slots. You get to pick one of these slots to be the reserves. Whenever I tell you to put something in the reserves, just place it in that slot.
Bye Bye, Archives
Every now and then, I might ask you to put cards or other stuff in the archives. This means those things won’t be used again for the rest of the campaign. But don’t worry, we’re not gonna destroy them or anything. They might just come in handy again in free play after we finish the whole campaign.
Hey there! So, in the game insert, there’s this well that’s split into two slots. And guess what? You get to choose one of those slots to be the archives. Whenever you’re told to put something in the archives, just pop it in this slot.
Before The Campaign
Now, when you reach this section, right away, crack open that legacy deck and have a read of the very first card. This card is gonna tell you to grab the 65 starting cards from the legacy deck. And trust me, these starting cards are super important for you to get the hang of how to play the game.
Know what makes the starting cards easy to spot? Well, they’re the unnumbered ones, with a shiny star in the bottom right corner. That’s where the legacy deck number would normally be.
Once you’ve taken the starting cards from the legacy deck, you’ll eventually reach a card that tells you to stop. Before you continue reading any more cards from the legacy deck, make sure you’ve finished reading these rules and are ready to play the first game of the campaign.

Getting Started
When you’re ready to start each game, the legacy deck will tell you to flip the next card and read it out loud. This will reveal more of the story as it unfolds. Then, follow these steps to prepare for the game:

To get started, I need to organize the establishments into separate stacks based on their type. Once that’s done, I’ll place these stacks in the middle of the play area for everyone to use. It’s important to arrange the stacks in numerical order, from left to right, based on their activation numbers.
Now, for the first game, the first stack will be Wheat Fields 1 and the last stack will be Convenience Stores (11-12). In future games, if there are multiple establishments with the same activation number, I can arrange those stacks in any order.

Hi, let me explain how to set up the game. First, you need to give each player a town board and a flag token in their chosen color. Next, each player should receive an identical set of three landmarks. These landmarks should be placed face down in the slots on their town board, arranged in alphabetical order from left to right.
For the first game, the three landmarks are the Forge A, Flower Shop B, and Fountain C. In future games, each player will keep two landmarks from the previous game and receive one new landmark from the legacy deck during setup.

Hey there! Let’s talk about the community landmark in our game! Here’s how it works:
First, we place the community landmark near the supply and make sure it’s face up so that everyone can see it.
In our first game, the community landmark is the Observatory. But in future games, we’ll get a different community landmark from the legacy deck when we set up.

When you play the game, each player gets a set of town square cards that have a matching back color. You pick a number of these cards in secret, equal to the number of check marks on your town board. After choosing, you reveal your cards and add them to your town. Make sure to arrange them in order based on their activation numbers, from left to right. Any cards that you didn’t choose go back into the reserves.
For the first game, there are only two town square cards for each player: the Wheat Field and the Bakery. But in later games, you’ll have more town square cards to choose from and can decide which ones to start with.

First, gather all the coins and place them within everyone’s reach. Each player should start with three coins from the bank.
Before we begin, check if there are any special “at the start of the game” instructions on your rule cards. If so, follow those now.
How to Play
The objective of the game is to build all three of your landmarks and contribute to the community landmark. The first player to achieve this wins!
To determine the first player in the initial game, have each player roll two dice. The player with the highest number goes first. In future games, the winner of the previous game goes first.
Players take turns in a clockwise direction.
Each turn consists of three steps:
- Roll the dice
- Activate your establishments
- Take One Action
1. Roll Pice

When it’s time to play the game, the first thing I do is roll the dice. At the beginning of our first game, I only roll one die.
But once I have built my Forge, I can choose to roll one or two dice each turn. If I choose to roll two dice, I add up the numbers that come up to get my result.
2. It’s Time to Activate Establishments
Now it’s time for all players, not just me, to earn some money. We can earn income from our establishments based on the result of the dice roll.
Every establishment in the game has an activation number. If the number that comes up on the dice matches an establishment’s activation number, that establishment activates.
The Different Types of Establishments
Throughout the campaign, you’ll come across four different types of establishments, each with its own unique way of activating:

The blue establishments activate on anyone’s turn.

The red establishments activate on your opponent’s turns.

Understanding Establishment Tags
If you see a little icon next to a card’s name, that means it has a special tag. Some card effects mention these tags. When a card tells you to look for a certain tag, count how many of those tags you have. Don’t forget to count duplicates!

Note: Sometimes, a card effect mentions a certain tag but tells you to count only the different buildings with that tag.
If that happens, count each building with that tag only once, even if you have multiple copies.
Order of Activation
It’s possible for different types of buildings to be activated when you roll the dice. When this occurs, the buildings are activated in this order: Red > Blue and Green > Purple.
Note: If you have more than one copy of the same establishment, each copy becomes active when the activation number for that establishment is rolled.
Trading Between Players

If you owe money to someone but don’t have enough to pay the full amount, you should still pay as much as you can. The rest of the debt is simply ignored. It’s important to remember that the person you owe money to doesn’t receive any additional funds from the bank to cover the remaining amount. Make sure to activate your buildings in the correct order! Red cards are activated first, so if you owe money to someone because of their red cards, you need to pay them before you can earn income from your other buildings.
Dealing with Multiple Transactions

If you owe money to more than one person at the same time, you need to pay them back in reverse order, starting with the person who is last in line and going counter-clockwise. Make sure you pay each person in full before moving on to the next one.
Now, let’s talk about the next step in the game. It’s called “Take One Action.” In this step, you have the option to choose one of the available actions, but it’s not mandatory. Here are your choices:
1. Build an Establishment
2. Build a Landmark
3. Contribute to the Community
Keep in mind that as the game progresses, there might be other actions that become available to you. You’ll be given a new reference card to help you remember. Just remember that you can only choose one action per turn.

When you want to build a new establishment, you’ll need to spend coins equal to the build cost shown on the card. Once you’ve paid the cost, take the card from the stack in the supply and add it to your town. From now on, you can activate this card on future turns.
If you have multiple copies of the same establishment, keep them together in a single stack. Make sure to arrange them vertically, so you can easily see how many copies you own.
When adding new cards to your town, make sure to place them in numerical order from left to right, based on their activation numbers. This way, you can keep track of which cards are ready to be activated.

Building a Landmark
To build a landmark, you need to spend coins equal to the cost shown under that landmark’s slot on your town board. Once you do this, the landmark card is flipped face up. From then on, the effect of the landmark is applied to all future turns.
There is no specific order in which you have to build your landmarks – you are free to build them in any order you prefer. However, it’s crucial to note that you must build all three landmarks in order to win.
Contributing to the Community
If you want to contribute to the community, you need to spend coins equal to the cost shown on the community landmark card currently in play for this particular game.
Once you make your contribution, place your flag token on the community landmark card to indicate that you have done so. As a result, you will gain the bonus listed on the card.
