Guests and Actions:
Guests have different requirements, such as desiring a specific room, food, or a drink. In order to serve their needs, you will need to allocate your workers to take various actions, such as preparing rooms, delivering orders, or hiring additional staff.
Improving Your Hotel:
As you progress through the game, you have the opportunity to improve your hotel by expanding the number of rooms, increasing your services, or investing in influential figures that will benefit your business.
End of the Game:
After a set number of rounds, the game will end. Players will score points based on the fulfilled needs of their guests and various other factors. The player with the most points will be declared the winner and the greatest hotelier in Austria!

Guest Cards
If you want your hotel to be successful, you need to attract a lot of guests and meet their needs. When you fulfill a guest’s requests, they will stay at your hotel and give you rewards. However, guests can be quite particular about the rooms they want. Nobles only take blue rooms, Artists only want yellow rooms, and Citizens only choose red rooms. Only Tourists are happy with any room they can get.
Making a guest happy is not only worth Victory Points, but it also gives you an extra action as a reward.
Guests are always the most important! That’s our motto at the hotel. If a guest is happy, they will take a room. This is the only way to make the most of our hotel and earn extra actions.
Staff Cards

Having a team of staff members can greatly benefit your hotel. Each individual brings a unique set of skills and advantages to the table. Some employees may offer a one-time boost when they are hired, while others provide ongoing benefits. Additionally, certain staff members can even contribute to your final Victory Points tally. It’s important to note that some staff members can only be utilized once per round, so it’s crucial to strategize when to deploy them.
While staff members can certainly enhance your hotel operations, a truly savvy hotelier has the ability to manage on their own, relying on their own cunning and resourcefulness.
Your Hotel Team
Your hotel has a lovely little café that can accommodate up to three guests. The kitchen is where you’ll be busy preparing the delicious meals they order, while the office is your main hub for taking care of business, managing your money, and overseeing your staff.
You’ll find that the hotel boards have been cleverly designed to offer different playing conditions. On one side, all players will have the same hotel set-up. However, on the other side, the boards are unique and present more challenging scenarios.
To start off, you’ll already have three guest rooms available for use. Overall, you have the potential to have up to twenty rooms in your hotel – imagine all the possibilities!
These rooms are neatly organized into ten different groups, and using all the rooms within a group will bring you some valuable benefits. It’s like a little secret that can give you a competitive edge!
Now, let’s talk about the Emperor track. This track has thirteen spaces, with each space offering a Victory Point value. However, you can’t move past space thirteen. Instead, for every space you would have moved beyond that, you’ll be awarded one Victory Point. It’s a clever way to keep things challenging and rewarding at the same time.
Track Your Victories: Victory Point Tracker
Whenever you earn a Victory Point, I’ll move your wooden disk along the track by one space. It’s possible for multiple players to have their disks on the same space. If you manage to move beyond space 75, I’ll award you a special Victory Point marker with the number 75 facing up.
If you reach space 75 again, I’ll simply flip your Victory Point marker, revealing a different number. Finally, when the game ends, I’ll add the number on your Victory Point marker to your current position on the track to calculate your final score.

- To start the game, I recommend placing the game board right in the center of the table. You’ll notice that the board has spaces for Guest cards, the Emperor track, 3 spaces for Emperor tiles, and 3 spaces for Politics cards.
- Next, grab the action board and position it next to the game board. This board includes 6 Action spaces that you’ll be using throughout the game.
- Don’t forget the dustbin and victory point markers! These should also be placed next to the action board.
- Now, it’s time to organize the different dishes and drinks. Sort them out and place them next to the game board.
- Let’s get the Guest cards ready. Shuffle them up and place them face down in a stack in the designated space. Draw 5 cards from the top of the stack and flip one over to place on each of the 5 Guest spaces.
First things first, let’s shuffle the Staff cards and put them face down in a stack next to the game board.
When you’re just starting out, it’s best to stick with the recommended sets. So go ahead and sort out the right cards before giving them a good shuffle.
Now, it’s time to choose one Politics card from each of the categories A, B, and C. Put them face up on the marked spots on the game board.
Don’t forget to select Emperor tiles from categories A, B, and C as well. Place them face up on their designated spots on the game board.
Let’s organize the Room tiles by color and put them into stacks next to the game board.
To start the game, place a specific number of dice on the first Action space. Use 10 dice in a 2-player game, 12 dice in a 3-player game, and 14 dice in a 4-player game. Any extra dice can be put back in the game box.
Alright, here’s what you need to do to set up the game:
First, grab the Turn Order tiles and find the ones with the right number of players. Put the rest back in the game box.
Next, take an Overview card, a Hotel board, and 6 wooden disks in a color you like. Put the extra Overview cards, Hotel boards, and wooden disks away.
Now, place one of your wooden disks on the “0” space of the Emperor track and another one on the “0” space of the Victory Point track.
Don’t forget to put one of your wooden disks on the “10” space of the Money track on your Hotel board. This means you start the game with 10 krones. Keep the other wooden disks next to your Hotel board.
By the way, you might need those extra wooden disks later to get involved in politics and mark the corresponding cards.
Lastly, grab a coffee, wine, cake, and strudel from the supply and put them in the Kitchen on your Hotel board.

Preparations

Let’s decide together which side of the Hotel boards we want to use. For our first game, I suggest we use the front sides.
We’ll determine who goes first by random selection. The person chosen will receive the Turn Order tile labeled “1”. The next player in line will get the Turn Order tile labeled “2”, and so on, clockwise.
Starting with the last player (the one with the highest numbered tile) and going counterclockwise, each player will pick a guest from the face-up options on the game board and add them to their own Cafe without paying anything.
After each choice, we’ll shift the remaining guests to the right and place a new one from the draw pile in the vacant spot on the left. By the end, every player should have a guest in their Cafe.
So, here’s what you need to do: first, get yourself up to 3 rooms by grabbing Room tiles from the game board and puttin’ ’em on spaces of the same color on your Hotel board. Gotta start with the bottom left room, though. Then, any other Room tiles you add gotta go right next to the ones you already put down. Oh, and don’t forget to pay the cost on your Hotel board. Just slide that wooden disk on your Money track down. And now you’re ready to roll!
Here’s a little tip: I’d definitely go for 3 rooms. Unless, of course, you’re Scottish or just a real savvy penny-pincher. In that case, you can snag 3 rooms for free.
What’s the Point?
Alright, let’s talk about the goal of the game. You’ll be playin’ for 7 rounds. When rounds 3, 5, and 7 wrap up, it’s time for some Emperor Scoring. And just when you think it’s all over, there’s one more scorefest: the Final Scoring after round 7. After all that, the player with the most Victory Points comes out on top.
You know, there are a bunch of ways to score Victory Points. Guests can give you points, and so do the Emperor Scorings and having occupied rooms. But if you have the right team, you can rack up even more points.
Now let me tell you about the game play. At the beginning of each round, the player with the “1” Turn Order tile gets to take all the dice, roll them, and sort them by the number rolled. Then they place the dice on the corresponding Action spaces.
After that, the start player can either take a turn or pass. But when it’s your turn, here’s what you do:
1) You can choose to take a guest from the game board (this is optional).
2) You must take a die and perform the corresponding action (this is mandatory). You can also take additional actions if you want.
Simple, right? That’s the first action you can take in the game.
When it’s my turn, I have the choice to pick one of the 5 guests that are face-up on the game board and put them in my Cafe. I have to pay the cost for the guest I choose, as it’s shown on the game board. This means I have to move the wooden disk on my Money track down by the appropriate amount. After paying, I can place the guest in any empty space in my Cafe. But if all the spaces in my Cafe are already filled, I can’t pick a guest.
After I’ve made my choice, I slide all the remaining guests on the game board to the right. Then, I take a new guest card from the draw pile and place it on the empty space at the left.
Hey, can I let you in on a little secret? Hotels actually have the power to pick and choose their guests. A smart hotelier only welcomes guests who will benefit the hotel’s success. So it’s important to choose wisely, but aim to bring in new guests whenever you can. Just know, once a guest enters your cafe, they won’t leave until you fulfill their order!
2) Roll the Dice and Take Action
Select an action space that still has at least one die, and take the corresponding action. The number of dice on the action space determines the rewards you’ll receive. After that, remove a die from the action space and place it on the lowest number shown on your Turn Order tile.
A Closer Look at the Actions:

When you land on this Action space, you have the option to take either 1 strudel or 1 cake for each die. You can’t take more cake than strudel, but you can mix and match to your liking.
Here’s an example: Let’s say there are 3 dice showing “1”. If you choose this action, you can either take 3 strudels or have 2 strudels and 1 cake.

When you land on this Action space, you have the choice of taking either 1 wine or 1 coffee for each die. It’s important to note that you can’t take more coffee than wine, but you are free to take any combination of coffee and wine as long as you adhere to that rule.

When you land on this Action space, you can use each die to get a room for your hotel. Just follow these rules:
- Each room must touch a room that’s already there.
- The front of the room must be visible.
- You need to pay the cost shown in the row where the room is placed.
- The color of the room must match the space on the board.
If you put a room in the top right part of your hotel, you’ll get the number of Victory Points shown on the tile right away. Cool, right?

When you land on this Action space, you have the option to move forward one space on either the Emperor track or the Money track for each die you have. You can divide the total number of spaces you can move between the two tracks.
Here’s an example: Let’s say you have 2 dice showing the number “4”. In this case, you have a choice. You can either advance 2 spaces on the Emperor track, or 2 spaces on your Money track. Alternatively, you can choose to move 1 space on each track.

Hey there! Let me explain how this works. You’re only allowed to play one Staff card. And here’s the deal: for each die on this Action space, the cost goes down by 1. Cool, right?
Now, let’s talk about payment. You pay the rest of the cost by moving down on your Money track. So, if the cost goes below zero, unfortunately, you don’t get any money out of this. Bummer!

For just 1 krone, you have the option to choose from 5 different actions, numbered 1 through 5. However, keep in mind that the action you take will be based on the number of dice showing “6,” not the number you choose.
Let me give you an example. Say there are 4 dice showing “6” and only 1 die showing “2.” If you decide to pay 1 krone and choose the number 2, you would actually receive 2 wine and 2 coffee.
When you receive dishes and drinks, you have the choice to immediately place them on a guest’s order. Any remaining items should be placed in the Kitchen on your Hotel board.
Additional Actions
In addition to the main actions, you also have the opportunity to take the following actions:
- Once per turn, you can pay 1 krone to add 1 to the number of dice on the chosen Action space.
- If you pay 1 krone, you can move up to 3 dishes and drinks from your Kitchen to the orders on your Guest cards.
- You have the ability to place a wooden disk on a Politics card (see “Politics Cards” for more details).
Here are a couple of things you can do during your turn:
- You can use a Staff card that has a special effect you can only use once in a round. When you use it, you have to turn the card to its other side.
- If you have completed an order for a guest, you can move them to an empty room. When you do this, you’ll earn Victory Points and receive the reward that the guest gives you. Take a look at page 16 to understand what each symbol means. The guest can only go into a room that has the same color as them. After moving the guest, turn the room to its other side and put the guest in the discard pile. When you turn over the last room in a group, you’ll get a one-time bonus (check out the “Occupancy Bonus” section). If you don’t have an empty room that matches the guest’s color, you won’t be able to do this action. Guests without a room will stay in your Cafe and take up space.
You can take the additional actions (except for the first one) as many times as you want during your turn.
When my turn is over, the player who has the lowest number on their Turn Order tile gets to go next. That means the player to the right of the start player gets two turns in a row.
Passing
If you don’t want to take a turn, you can choose to pass instead. This happens a lot when there are only a few dice left on Action spaces that you don’t want to use. When you pass, you have to wait until everyone else either passes or takes two actions (which means they cover both numbers on their Turn Order tile).
Once that happens, the player who still has the lowest number on their Turn Order tile takes all the remaining dice from the Action spaces. They remove one die and then roll the rest again. After sorting them by number, they put them back in their places. Then, that player can either take a turn or pass again.
So here’s how it goes. We’re all playing this game, right? And we keep playing until we’ve covered both numbers on our Turn Order tiles or there are no dice left on any Action space. Simple enough, yeah?
But wait, there’s more!

Hey there! Let me break it down for you. When every room in a group is filled, you get a bonus. The size of the group and the quality of the rooms inside determine how big the bonus is.
Take a look at the table on your Hotel board. It tells you what kind of advancements you can get for different colored rooms. Yellow rooms give you advancements on the Emperor track, blue rooms give you Victory Points, and red rooms give you krones. The more rooms in a group, the better the bonus.
You can activate the bonus when a guest rewards you by letting you flip a Room tile. Each group only gives you its bonus once, specifically when you flip the last Room tile in that group.
Here’s an example: Let’s say Benedict puts a noble in his last empty blue room, filling up the entire blue group. He immediately gets a bonus for that group: since there are 2 rooms in the group, he can move forward 5 spaces on the Victory Point track.
Politics Cards

Politics cards in this game have specific requirements. When it’s my turn, I can place a wooden disk on a Politics card if I meet its requirement. I’ll then earn the number of Victory Points printed on the card. I can only place one wooden disk per Politics card.
If I’m not sure what to focus on in the game, I should check out the Politics cards. They give me an idea of what goals I can work towards. But if I have my own plans, I can forget about them.
There are 12 Politics cards in total, but only 3 are used in each game. If I meet the requirements of a card on my turn, I can place a wooden disk on it and immediately earn the Victory Points indicated on the card. Remember, I can only place one disk on each card.
End of a Round
When the 3rd, 5th, and 7th round come to an end, something special happens. It’s called Emperor Scoring, and I want to tell you all about it. After the 7th round and its Emperor Scoring, there’s a Final Scoring phase.
Here’s how it works. At the end of each round, you have the chance to turn your Staff cards face up again. This allows you to reuse them and get the most out of their abilities. Then, it’s time to pass your Turn Order tile to the player sitting next to you in a clockwise direction. This ensures that everyone gets a chance to be the start player. The new start player collects all the dice and moves the Round marker one space forward.
Now, let’s dive deeper into Emperor Scoring.
During Emperor Scoring, each player earns Victory Points based on where their wooden disk is on the Emperor track. The value that’s printed below the space where your disk is located tells you how many points you get. It’s great to see those points add up!
But wait, there’s more. After the Emperor Scoring, each player needs to move their wooden disk backward on the track. You’ll move it 3 spaces back after the first Emperor Scoring, 5 spaces back after the second one, and 7 spaces back after the third Emperor Scoring. It adds a twist to the game and keeps things interesting!
When you land your wooden disk on a space in the yellow area, which is at least space “3”, you get a bonus from the Emperor tile. But if your disk ends up on space “0”, you’ll have to face the penalty of the Emperor tile. And if your disk lands on spaces “1” or “2”, you won’t receive any bonus or penalty. Your goal is to aim for the yellow area and avoid space “0” to maximize your rewards!
Emperor Tiles

Bad news: You have to pay a penalty of either 5 krones or 7 Victory Points.
Bonus: Draw three Staff cards, and you can play one for free. Put the other two back on the bottom of the Staff card pile.
Penalty: Either return three Staff cards from your hand to the bottom of the Staff card pile or lose seven Victory Points.

Bonus: Hey, guess what? I’ve got a special treat for you. You can totally pick any color Room tile you want and put it in the first or second row of your Hotel board. But wait, there’s more! Once you place it, flip it over to show that it’s occupied. Oh, and one more thing – make sure you put the new room right next to another one.
Penalty: Uh-oh, it’s time for a tough decision. You can either wave goodbye to 7 Victory Points or say goodbye to two unoccupied rooms from the top rows of your Hotel board.
Bonus: Congratulations! You earn an extra 8 Victory Points to add to your total.
Penalty: Oh no! You lose 8 Victory Points from your current score.

Guess what? You get a bonus! You can choose any color of Room tile and put it on your Hotel board. And here’s the cool part – as soon as you put the tile down, it becomes occupied! Just make sure you put it next to another room.
Uh-oh! There’s a penalty, too. You have to remove 2 occupied rooms from your Hotel board. But there’s a catch! The two rooms you remove have to be the highest occupied room and the one right below it, if there is one.
Oh hey there! Did you know that playing Staff cards can actually earn you Victory Points? Pretty cool, right?
So here’s the deal: when you play a Staff card, you’ll earn 2 Victory Points. That’s a nice little bonus! Who doesn’t like feeling rewarded?
But wait, there’s a catch. Playing a Staff card also comes with a penalty. You’ll lose 2 Victory Points for each Staff card you play. Ouch! It’s like a double-edged sword.
Now, let’s break it down. If you play a Staff card and earn those 2 Victory Points, that’s awesome! You’re moving closer to victory and feeling pretty good about it.
But at the same time, you gotta be careful. If you play too many Staff cards, those penalties will start adding up. You’ll be losing Victory Points left and right, and that’s definitely not what you want.
So remember, it’s all about finding the right balance. Play some Staff cards to earn those sweet Victory Points, but don’t go overboard and end up losing more points than you gain. You gotta be strategic about it!

Bonus: When you have a Staff card in your hand, you can play it without spending any resources.
Penalty: If you use a Staff card with a “game end” effect, you must discard it or lose 10 Victory Points.
End of the Game
After the 7th round, there will be a Final Scoring:
- You will earn Victory Points for your Staff cards that grant them.
- You will earn Victory Points for each room you have occupied in your Hotel board: 1 Victory Point for each room in the first row, 2 Victory Points for each room in the second row, 3 Victory Points for each room in the third row, and 4 Victory Points for each room in the top row.
- You will earn 1 Victory Point for each krone, leftover dish, and leftover drink in your Kitchen.
- You will lose 5 Victory Points for each guest in your Cafe.
The player with the most Victory Points will be the winner.
If there’s a tie, the person with the most dishes, drinks, and krones left wins!

Getting Started
To get acquainted with the game, I suggest that we all begin with an equal set of Staff cards. This way, we each have a fair chance of success.
Prior to our first game, let’s organize the Staff cards and distribute a set to each player. The starting player will receive Set A, and then the next player will get Set B, and so on.
The remaining Staff cards should be shuffled and placed in a draw pile.
Variation for More Experienced Players
If we’re all familiar with the game and looking for a bit more challenge, we can try this variation:
At the beginning of the game, each of us will receive six Staff cards. From those, we will select one card to keep and add to our hand. Then, we’ll pass the remaining cards to the player on our left.
This process will be repeated until we’ve each chosen and added six Staff cards to our hands.
