Action Space: Each Building in the game has its own action spaces. These are the spots where players send their Agents. When your Agent is assigned to an action space, you get to take the action that space offers right away!
Active Quest: Any face-up Quest that you haven’t completed yet is an active Quest. Keep track of these quests in front of you.
Adventurer: To complete your Quests, you’ll need to grab the Adventurers you need from your Tavern. There are four types of Adventurers: Clerics, Fighters, Rogues, and Wizards. They’re represented by cute little wooden cubes.
Agent: Instead of just sitting around, your Agents get to work! You’ll assign your Agents to the different buildings’ action spaces to use their cool effects.
Ambassador: The Palace of Waterdeep has a special space for an Agent called the Ambassador. You can use this Agent to take advantage of the Palace’s benefits by assigning one of your Agents there.
When it comes to playing the game, one of the key steps is assigning an Agent to a Building’s action space. This action, known as assigning, allows you to strategically place your Agent in a specific location.

Being a Lord: When playing the game, I get to be a Lord of Waterdeep. I have my own Lord card, which represents my identity in the game. It’s a secret that no one else knows until the game ends. But what’s really cool is that my Lord card gives me bonus Victory Points (VP) for completing specific tasks in the game.
Mandatory Quests: In the game, there are these special cards called Intrigue cards. And among them, there are some cards called mandatory quests. When I play one of these cards on another player, it means they have to complete a minor, but important quest before they can do anything else.
Occupied and Unoccupied Spaces: So, during the game, there are different spaces where I can assign my Agents to take certain actions. When a space already has an Agent assigned to it, we say that it’s occupied. And in that case, I can’t assign another Agent to that space. I have to find an unoccupied space, which means there are no other Agents there yet.
Plot Quests: The game also has these special Quest cards called plot quests. They’re really interesting because, if I complete a plot quest, I not only get a reward, but I also get an ongoing benefit that helps me throughout the game.
The Pool: During the game, I have a place called the pool. This is where I keep all my unassigned Agents. At the end of each round, all my Agents go back to the pool, ready for me to assign them again in the next round.
Questing: I do Quests to earn Victory Points and get rewards while playing the game.
Quest Cards: These cards show Quests that I complete for VP and rewards. At the start of the game, there are 4 Quest cards in Cliffwatch Inn that I can take by sending my Agents there. More Quests come into play as the game goes on.
Reassigning: Once all the Agents have been assigned for a round, the ones I placed at Waterdeep Harbor are moved and assigned to any empty action spaces.
Rewards: When I finish a Quest, I get the specified reward on the card. Quest rewards usually include VP and can also have other benefits. I get the reward right away and only once.
Round: We’ll be playing for eight rounds. Each round, we’ll take turns placing our Agents on the game board and finishing Quests.
Supply: In the supply, we have Adventurers, Gold, and VP tokens that we can use.
Tavern: The Adventurers we hire and the Gold we collect are stored in our Tavern until we need them for Quests.
Turn: Every round, we’ll take turns. The player with the First Player marker goes first, followed by the player on their left, and so on. On your turn, you’ll assign an Agent to an action space and possibly complete a Quest.
Utility: These are special Intrigue cards that can help you in the game.
Victory Points (VP): Victory Points are your main goal. You’ll earn them by completing Quests. Some other game effects might also give you VP.
