There are two Port Areas: Port A and Port B. Each of these areas has its own Port Order Form Board.
If you choose this action, you have the option to either take 1 Order card for free or pay 2 Yen or 1 Imported Good token to get 2 Order cards.
Keep in mind: You can only hold up to 3 Order cards in your hand. If taking cards would make you have 4 or more cards, you cannot take any. Order cards cannot be discarded.
Take the Order cards from the Port Order Form Board that matches your choice. Depending on the Power of the action, you have the following choices:
- 1 Power: You cannot take an Order card
- 2 Power: You can take an Order card from the Low area
- 3 Power: You can take an Order card from the Low and/or Mid area
- 4 Power: You can take an Order card from the Low and/or Mid and/or High area
When I’m carrying out the Port action, I can gain a lot of power. By paying 2 Yen, I get to draw 2 Order cards. And not only that, but I also earn 3 Victory points. It’s a pretty sweet deal! Let’s say I have my President pawn and 2 Assistant pawns on the Port Area, giving me a total of 3 Power. With that power, I can take 2 Order cards from the Low and Mid areas of the Port Order Form Board. It’s like hitting two birds with one stone – I get the cards I need and earn Victory points in the process.
After I’m done drawing my Order cards, it’s time to replenish the cards. I move all the cards in my hand to the left, making sure to fill in any empty spaces. Then, I take Order cards from the Order card deck and fill in all the remaining empty spaces on the Order Form Board. If there are no more cards left in the deck, I fill in as many spaces as possible and leave the rest empty. It’s important to keep the board full of cards for more options and opportunities.

Commercial Area
When you’re in the Commercial Area, you have the opportunity to acquire a Technology card. This card can give you valuable advantages and help you in your journey.
Within the Commercial Area, you’ll find two distinct sections called Laboratory A and Laboratory B. Each section corresponds to a different Laboratory Technology Card Placement Area.
To obtain a Technology card, you need to pay the Industry value associated with it. You can find the Industry value displayed on the top left corner of the card. Additionally, the rightmost spaces in the Laboratory Technology Card Placement Area can provide extra Industry value that you must pay.
Let me give you an example to make things clearer. Take THE Tram card, for instance. It’s positioned 3 spaces from the left on the Technology Card Placement Area. The card carries an Industry value cost of 5, but there’s an additional 1 Industry value from the Management Board, making the total cost 6.
When it comes to paying the Industry value, you have a few options. You can use your Action Power, your Money, or your Imported Goods. Each choice has its own benefits and considerations.
- If you have 1 Power, you can exchange it for 1 Industry value.
- If you have 2 Power, you can exchange it for 2 Industry value.
- If you have 3 Power, you can exchange it for 3 Industry value.
In the game, there are several ways to obtain the Technology cards. These cards are an important aspect of the game and can be used to gain various benefits.
One way to obtain Technology cards is by spending Action Power. Each Technology card has a specific Industry value that needs to be paid in order to acquire it. The maximum Industry value that can be gained from Action Power is 5.
Here’s an example to help illustrate how this works:
Let’s say you want to get the Tram technology. You need a total of 6 Industrial value to acquire it. You currently have 5 Power, which translates into 5 Industry value. In addition to that, you decide to spend 2 Yen to gain 1 more Industry value. So, in total, you will need to spend 6 Industry value to obtain the Tram technology.
Once you pay the required Industry value, you place the Technology card face-up in front of you. Any excess Industry value is lost, so it’s important to carefully consider how much Industry value you need to spend.
Remember, Technology cards can be a valuable asset in the game, so it’s worth considering how to acquire them effectively!
Once you’ve got a Technology card, you need to check if the new Country icons match. If they do, you can get some Foreign Mercenary tokens. If you want more details about this, just take a look at the section titled ‘MATCHING Country icons’.
Note: You can keep as many Technology cards as you want.
But here’s the thing: the 5th Technology card and any card you get after that will cost you either an extra 2 Yen or 1 Imported Good token. If you don’t have enough to pay this extra cost, then tough luck, you can’t get a Technology card.
Replenishing Cards:
Once you’ve gotten a Technology card, all the other cards on the Technology Card Placement Area move to the left to fill in the empty spaces. Then, a new card is added to the rightmost empty space from the Technology card deck. If the deck is empty, then the space stays empty.

If you want to get more Assistant pawns, Shophouses, and Trading Houses from your Warehouse tile, you need to understand how it works.
It all depends on the power of your action. Let me break it down for you:
- If you have 1 Power, you won’t get any tokens.

- If you have 3 Power, you’ll get 2 tokens.
- If you have 4 Power, you’ll get 3 tokens.

But that’s not all. You also have to pay for certain token types:

- If you have 4 Power, you can make 4 exchanges.
- If you have 5 Power, you can make 5 exchanges.
Each exchange presents different options for you to choose from:
- Pay 1 Copper token and receive 2 Yen.
- Pay 1 Raw Silk token and receive 2 Yen.

Alright, here’s what you need to do: You have to pick a spot on the Church Management Board and put one of your Assistant pawns there. But let me tell you, you can only do this if there’s an empty space available. Once you place your pawn, you can’t move it again for the rest of the game, so think carefully before you make your move. Oh, and if you have any extra Faith points, you lose them. Simple as that.
Let me give you an example so you can understand better. Let’s say you have 3 Power, which means you have a Faith value of 3. But you want to bump up your Faith value, so you spend some resources like Copper tokens, Raw Silk tokens, and Yen to increase it to a whopping 6. Now, you can place your Assistant pawn on the space with a Faith value of 6 on the Church Management Board. And guess what? You get a reward of 5 Victory points and the ability to move 2 pawns right away. How’s that for a deal?
Customs
The Commercial Zone
When I pay for imported goods, I get rewards in return.
The number of imported goods I can pay for depends on the amount of Action Power I have:
- If I have 1 Power, I can’t pay for any imported goods.
- If I have 2 Power, I can pay for 1 imported good.
- If I have 3 Power, I can pay for 2 imported goods.
- If I have 4 Power, I can pay for 3 imported goods.
- If I have 5 Power, I can pay for 4 imported goods.
After paying for the imported goods, I need to place one of my Assistant pawns from either the Customs Area or my hand onto the Customs Management Board. The number of pawns I place should match the number of imported goods I paid for. In return, I’ll receive the corresponding reward. However, if all the spaces on the Customs Management Board are already filled, I won’t be able to place any Assistant pawns.
Once I’ve placed my Assistant pawns on the Customs Management Board, I won’t be able to move them for the rest of the game.
Example: I’m going to show you how I, Hisashi, handle the Customs Action. When I use this action, I take advantage of my President pawn and 1 Assistant pawn to gain some Power – 2 points, to be exact. Now, I’ll use 1 of my Imported Goods and place 1 Assistant pawn on the 2nd space of the Customs Management Board. This move not only boosts my Victory points by 4 but also gives me 2 Yen.
Waterway System
You can’t place any pawns or tokens in this area. But, when it’s time to move, you have the option to pay 1 Yen to move across the Canal. Pretty handy, right?
