To play the “Classic” version of the game, just use the 11 Public Service tiles in this expansion that have a “Classic” background. If you want to challenge yourself with the “Expert” version, use the 13 Public Service tiles with an “Expert” background.

To set up the game, shuffle the relevant Public Service tiles from the expansion and create a face-down stack next to the Construction Site. Then, follow the regular set-up instructions in the base game rules.

At the start of the game, draw and reveal the first 4 tiles from the Public Service stack. Place them face up next to the Construction Site.

During the game, when you choose a standard Public Service tile from the Construction Site, you have the option to:

– Relocate a built building to a different location on the board.

– Exchange a built building with one from your hand.

– Remove a built building from the board and place it back in your hand.

  • If you want, you can put the regular Public Service tile in your city and remove one of the Public Service tiles you can see next to the Construction Site.
  • Or, if you prefer, you can get rid of the regular Public Service tile and add one of the Public Service tiles you can see next to the Construction Site to your city.

When it comes to building your city, you have options. You can either take the existing Public Service tile and swap it with one of the visible tiles next to the Construction Site. Or, you can choose to remove the existing tile and replace it with a new one. Both choices have their benefits and drawbacks, so it’s important to carefully consider which option is best for you.

After every round, I get rid of any leftover Public Service tiles. Then, I pick out 4 new tiles from the pile and put them face up next to the Construction Site for the next round. When I run out of tiles in the pile, I mix up the ones I discarded and create a new pile of Public Service tiles (using only the expansion tiles).

But even if you have leftover Energy Units, fear not! Don’t let them go to waste and potentially drag down your score. Instead, you can place them on the Reprocessing Plant to avoid losing points. It doesn’t matter if you have an odd number of Energy Units. Every bit counts!

And if that isn’t enough, the Capitol blesses the nearby Parks with 5 VPs each. Parks where people gather, play, and escape the hustle and bustle of city life.

But as with anything, the Capitol has a dark side. It carries a weight, a burden – and that comes in the form of 5 VPs for each Factory or Harbor that dares to reside close by. It’s a balance of prestige and consequences that the Capitol wields.

Hey there! Let’s talk about the Congress Center. This awesome place is like a Public Service and an Office Tower combined. Cool, huh? Now, I’m gonna break it down for you, so listen up!

So, when we’re calculating the score for your Office Towers, we count how many of them are right next to each other. Easy peasy, right? But here’s where it gets exciting: if the Congress Center is next to any of those Office Towers, we add it to the equation. Makes sense, right?

Now, take a look at your trusty Helper. It’s gonna show you how many victory points (VPs) you score for each Office Tower, based on how many floors it has. Pretty cool, huh? Just find the right line on your Helper and voila!
