When I do my final duty as captain, I have to take all the full cargo ships and put those goods back in their designated piles. But the ships that are only partially full or completely empty, I leave them as they are until the next captain phase. Loading goods in the next phase will be harder because of the types of goods already on the ships and the limited space available.
