Now, I want to tell you about a really cool game called “13 Action Cards.” In this game, each player gets the same 13 action cards. Every round, two cards are laid out face-up in front of each player. These cards let you do all sorts of things, like collecting pesos or building materials (like bricks, sandstone, glass, loam, and debris). You can also hire workers, bring your master builder into play, collect taxes, send out thieves, and even tear down buildings!
Here’s the twist: at the end of each round, you have to choose one of your action cards to replace one of the face-up cards in front of you. The old card disappears, and the new card takes its place. This means that your options keep getting more and more limited as the game goes on.

Let’s Play!
The goal is simple: be the first player to reach a certain number of victory points. If there are two players, you’ll need to rack up 25 victory points. For three players, it’s 20 points, and for four players, it’s 15 points.
Getting Started
Before we dive into the game, each player needs to grab two different player aids cards and place them in front of themselves. Next, everybody gets a set of 13 action cards – make sure to read the card instructions and explanations carefully!
Alright, let’s get started! Here’s what you need to do:
First, take the Pesos, the workers, and the bag filled with 80 building material cubes and put them on the table’s edge. After that, shuffle the 36 buildings and lay out 12 of them face-up in two rows of 6 cards each, right in the center of the table.
Now, pay attention! You need to make sure that at least one of the rows has a building with a value of 1, 2, or 3 on either end. This is really important, so don’t forget!
Next, take the remaining building cards and create a face-down draw pile at the edge of the table. Each player should also grab one building material cube from the bag and place it in front of themselves. Oh, and don’t forget to give each player 1 Peso as well!
But wait, there’s more! Without peeking, draw three cubes from the bag and place them below the two rows of face-up building cards in the center of the table. Don’t worry, we’re almost done. Just make sure to put four Pesos right in the middle of the table.
When it’s time to make a move in the game, I carefully pick two action cards from my set of 13 cards. I don’t show them to anyone just yet; I keep them face-down in front of me. Everyone else does the same. Once we all have our cards ready, it’s time to reveal them and set them up in a specific way.
How to Play the Game
Playing this game involves three different phases, which I’ll explain to you. First, it’s my turn to take two actions and buy some buildings. Then, in the next phase, we get some resources from the stock. Finally, we each get to choose a new action card in the last phase.
Phase 1: Taking Actions and Buying Buildings
Okay, here’s how it works. The player with the lowest number on their cards gets to go first. They can take their two actions in any order they want. After they’re done, the player with the second lowest number gets their turn. They also get to take two actions in any order they like. We keep going like this, with each player taking their turn and performing their two actions, until everyone has had a chance.
I want to explain how the game is played. Each player takes turns based on the number they have on their card. Let’s say Vanessa has the lowest number on her card, so she goes first. Then it’s Peter’s turn because his number is higher than Vanessa’s, and Tobias goes last because his number is higher than both Vanessa’s and Peter’s.
The actions are explained in detail on the cards and in the annex to these rules. It’s important to note that you can’t skip your turn unless a card specifically allows it.
Now, let’s talk about what happens if two or more players have the same number. In that case, the player with the fewest victory points goes first. If they have the same number of victory points, the player with the fewest colored building materials starts. If there’s still a tie, the player with the fewest Pesos goes first, followed by the one with the fewest workers and the least gray building materials. If they’re still tied in all respects, the younger player begins.
Lastly, let’s discuss purchasing buildings.
When it’s my turn to play, and I’ve finished my two actions, I have the option to buy as many face-up building cards as I want. But there’s a catch – I have to give up what’s required on the card before I can make the purchase.
- I have to hand over any building materials and gray debris, which are taken out of the game.
- Pesos and workers are returned to the table’s edge.
- If the building master is needed, I must have him placed in front of me as one of my current action cards. But don’t worry – he stays with me even after I buy a building!
Listen up: When it comes to buying buildings in this game, there are a few important things to keep in mind. First off, you can only buy buildings that are on the far left or far right of the rows of cards. This means there will always be 4 available cards for you to choose from.
Now, here’s the tricky part. During the game, you’ll be buying cards “from the outside to the inside”. This means you have to start with the buildings on the edges and work your way towards the center.
But here’s the catch – you get to decide the order in which you purchase the cards. As long as you have enough resources, you can buy the upper left building, then the lower right one, and even another lower right one right away if you want to!
Alright, pay attention to this next part. Only the current player in phase 1 can actually buy buildings. That means no one else can purchase any buildings during phases 2 and 3.
Just remember: the trick to winning this game is to strategize your building purchases and make the most out of the available choices. So make sure you plan wisely and secure the best buildings for yourself!
A Clever Swap: Opting for Cash or Debris Instead
When you’re in the process of buying a building, there’s an interesting alternative you can consider. Instead of using a worker from your stock, you have the option to fork over 5 Pesos instead. That’s right, money can take the place of a hardworking employee!
And that’s not all. If you’re short on a specific colored building material, there’s a crafty solution. You can choose to hand over 5 gray building material cubes, affectionately known as debris, in exchange for any one colored cube of building material. Essentially, you’re replacing one material with another, removing it from the game and storing it away.
Now, there are a couple of things to keep in mind. First, you can’t swap workers for Pesos or colored building materials for gray ones. The swap only works in one direction.
So, when it’s time to purchase a building, think twice about your options. Whether it’s utilizing cash instead of a worker or cleverly swapping materials, this unique strategy might just give you the edge you need to come out on top.
So here’s the deal. When there are only two cards left in a row during the game, things get interesting. You’ve gotta grab your attention and act fast. Go ahead and grab four new buildings from the draw pile, which is face down at the edge of the table. Then, place those new buildings face up right between the two old cards. Simple as that. Just keep the game going, keep building, and keep having fun!
Phase 2: Supplies
Okay, here’s what you need to do. Grab 3 cubes from the bag and put them right in the middle of the table. Don’t forget – take 3 Pesos from the stock and place them with the cubes in the center of the table. If there are still Pesos or building materials left from before, they stay right where they are.
Keep in mind, as the game goes on, more Pesos and building materials can pile up in the center of the table.
Phase 3: New Action Card
Now it’s time to shake things up. Each player, one at a time, picks one card from their hand and puts it face down on top of one of the two action cards in front of them. Important: You have to do this in the same order as the actions were done in phase 1 (you know, the numbers)!
After we all place down one card, it’s time to reveal them. We take the old card underneath and put it face-down next to us on our own discard pile.
Now, let’s organize our two faceup cards in ascending order from left to right, using the numbers shown, to create the smallest number possible. Remember, a 2 and an 8 always make 28, never 82! And a 6 and a 0 always make 06, never 60!
So here’s what happened: Vanessa flips over her action card, and what do you know, it’s an “8”. She sets aside her old card, the “0”, facedown on her discard pile. Then she arranges her two current cards as 78.
Now pay attention: If a player, like Vanessa just did, ends up with only two cards in their hand after revealing their facedown card, they get to snatch up all their discarded cards and add them back to their hand. Boom! Now they have a fresh set of 11 cards to work with.
The End of the Game
Here’s how the rest of the game goes:
- If you’re playing with just two people and one of you has accumulated 25 victory points or more by the end of phase 1, congratulations! You win, and the game is over. We won’t even finish the round!
- If there are three players, one of you needs to reach 20 victory points in the same way. And if there are four of you, it takes 15 victory points to seal the victory.
