If the draw pile runs out, shuffle the discard pile to create a new draw pile. If there are no cards with abilities to use for action 2, then you can only perform action 1 – draw a card. The locomotive card is only a reminder that the smallest numbered railcar should be at the end of the game. It doesn’t count as a railcar, so it’s not considered when counting the position of cards in a line.

The game ends right away when one player has arranged all their cards in ascending order from left to right. That player is the winner.
