Flotilla has two unique modes of gameplay – the Sinkside and the Skyside. At the start, we’re all Sinksiders, but at any moment, you can choose to switch to the Skyside. When you make the switch, you’ll flip over many of your game components and take on a different role for the rest of the game!
Let’s dive into the Sinkside first.
On the Sinkside:
– It’s easier to gather resources and explore new Ocean Tiles.
– You can earn currency by selling resources to the market and use that currency to build Outposts.
Now, let’s take a look at the Skyside.
On the Skyside:
– It’s easier to get currency, but you’ll mainly acquire resources by buying them from the market.
– You need resources to build watercraft tiles into the Flotilla.
So, in Flotilla, you can choose which side to be on and experience the game from a different perspective. Will you stay below the surface as a Sinksider or soar above as a Skysider? The choice is yours!

The Goal of the Game

Setting Up the Game
Get Ready for the Game: Creating Boards and Trackers
Are you excited to start playing Flotilla? Let’s prepare the game boards and trackers to get ready for an amazing adventure!
- First, we need to set up the main playing area. Place the Hub Board in the center of the play area. Then, take the Dock and Survivor Track tiles that match your player count and position them above and on the Hub Board, respectively. If you have any extra Dock and Survivor Track tiles, you can put them back in the box. Lastly, place the Survivor Tracker disc on the very first space of the Survivor Track.
- Next, we’ll set up the Guild board. Take a resource barrel for each color and put them on the Market track, matching the marked spaces along the top edge of the Guild board.
- Now, place the Sonar board below the Guild board. Put the Sonar Tracker disc on the leftmost space of the Sonar board.
- Lastly, make sure to set each Guild Dial to the number “1” to begin the game. Now we’re ready to dive into the world of Flotilla! Good luck!
First, let’s decide who goes first. I’ll pick a random player and give them the “First Player” Starting Tile. The player next to them will get the “Second Player” tile, the one after that gets the “Third Player” tile, and so on, until every player has a tile. If there are any leftover starting tiles, we’ll put them back in the box.
Next, we need to give everyone some resources. Let’s count out 100 resources for each player. These resources are called and they make up the Supply. Any extra resources we have will go into a separate pile called the Reserve. We’ll keep the Reserve separate from the Supply so we don’t mix them up by mistake. We’ll also need a supply of Dive dice, Research dice, resource barrels, Depletion tokens, and currency. Let’s keep them all together on the side. If you want to win at the game, it’s important to sort the Objective Tiles into groups based on their types. Each group should have three tiles, with the highest value tile on top and the lowest value tile on the bottom. Once you have sorted the tiles, pick one group for each player, either by selecting or randomly choosing. Take these groups and place them on the left side of the Guild board, with the teal side facing up. This will give you an advantage in the game.
In the game, I need you to do a few things. First, select an appropriate number of tiles for each player. Take one set of tiles per player and place them on the right side of the Guild board, with the orange side facing up. Make sure to return any unused sets to the box. The number of sets you need depends on the number of players. For example, if there are three players, you’ll need three sets on each side of the board. If there are five players, you’ll need five sets on each side, and so on.
Next, we need to deal with the Artifact tiles. Randomly select one tile of each color and put it back in the box. The remaining tiles should be placed in the smaller Artifact Bag and mixed up thoroughly. Keep this bag to the side for now.
Finally, we need to deal with the Ocean tiles. Shuffle all of them and place them in the Ocean Bag. Once they’re in the bag, we’re good to go! Are you ready?

- Repeat this process for each Guild, ensuring that each Guild has a stack of Crew cards. The top of the stack should be the Tier 1 Crew, followed by the Tier 2 Crew. The number of cards in each Tier should match the number of players.

3. Take your Player Board and place it in front of you, near the edge of the table. Make sure the “Sinkside” (shown as an image of a sink) is facing up.
4. You have three Skiffs that need to be placed on the reserve spaces of your Player Board. The fourth Skiff should be placed on the marked portion of your Starting Tile.
5. Lastly, place each of your Toxicity trackers on the leftmost space of their respective Toxicity tracks.

Now, let me tell you about the end of the game. The player who has the most Seals in a Guild gets a sweet bonus of 10 . And even if you don’t come in first, don’t worry! The person with the second-most Seals still gets a nice reward of 5 .
When you take the top Crew card from this Guild’s slot on the Guild Board, you get to add it to your hand. This new crew member joins your team permanently. If you ever need to recruit a Crew card but the deck is empty, you get 2 Influence instead.
Influence is the main way to recruit new Crew cards. So paying attention to it can give you more flexibility and help you focus on your long-term goals.
The Traders
The Crew cards from the Traders’ Guild often let you gain currency and make a certain number of Transactions.
A single Transaction can be used to do any of the following:
Buy an Additional Skiff (Sinkside only)
So, here’s what you gotta do – pay 12 and put one of your Skiffs from your Player Board onto the dock of your Starting Tile . And guess what? If you get more Skiffs, you can get even more resources when you go Diving!
Get an Outpost/Tower Objective
I pick up the top Outpost on my Player Board and pay the indicated amount of currency to the bank. Then, I take the top tile from any of the Objective tile stacks. If I am Sinkside, I choose from the left side of the Guild board. If I am Skyside, I choose from the right side. I tuck that tile below my player board and immediately score the points shown on it. I place the Outpost component on one of my Construction Sites.
Floating Outposts
If you don’t have a Construction Site available, you can pay an extra 10 (if you’re Sinkside) or 20 (if you’re Skyside) to skip this requirement and place the Outpost token on the open water instead. If you choose this option, just score the Objective tile like you normally would.
Buy or Sell Resources from the Market
To buy or sell resources, you need to pay or gain the amount of currency shown under the marker for that resource type on the Market Track. After you finish your transactions for the turn, adjust the Market Track accordingly (see below). For example, if the red tracker shows a value of 5 , you can use three transactions to buy three red resources for a total of 15 .
Note: Throughout the game, remember that you can’t buy and sell resources of the same type in the same turn.
Market Fluctuation
When you buy a resource, it becomes scarcer and its position on the Market track increases. For each resource you purchase, move its tracker up one space on the track. On the other hand, selling a resource makes it more available and decreases its Market value. For each resource you sell, move its tracker down one space on the track. If you sell a resource and its Market value falls below its lowest space, you earn 1 . If you buy a resource and its Market value exceeds its highest space, you earn 2
Cargo vs Reserve
Did you know that resource barrels on your Skiffs are like cargo? They can’t be sold at the Market right away. First, you have to drop off that cargo at your Starting Tile’s drop point. This way, you can add it to your reserve.
The Founders
Sinkside and Skyside Founders work in different ways. But they all help you acquire Ocean Tiles. You can get these tiles by Drawing, Placing, or Building them.
Drawing/keeping Ocean Tiles
To get Ocean Tiles, draw the number of tiles indicated at random from the Ocean Tile bag. If a rule says you can “keep” a certain number of those tiles, just return the extra ones to the bag.
When you’re Sinkside, the Founders let you place the tiles you draw. I’ll explain more below. When you’re Skyside, the tiles you draw go to your reserve. This way, you can Build them later.

When you create a tile as a Skysider, your score is calculated using the formula (A x B).
- The first part of the formula is determined by the value of the district’s matching Guild dial, plus one for each building of that district type on the entire watercraft. Remember, “A” can never be more than 4.
- The second part of the formula is the total number of tiles of the same district color that are connected to the new tile, without any gaps or interruptions.
Skyside Tile Reference
When you look at each Skyside Ocean Tile, you’ll find some interesting things:
First, there’s the A Cost Placard. This is what you have to pay in resources when you want to build the tile from your reserve.
Next, there’s the A District Type. You can tell the district type by looking at the color of the resources it costs to build and the coloration of its features.
Lastly, there’s the Watercraft. These are the cool pictures of the new areas you’re adding to the Flotilla.
You can extend the watercraft by adding more tiles next to it. As long as the sections of watercraft visually appear connected, even if they are different district types, they are considered part of the same watercraft. However, once a watercraft is fully surrounded by water, you can’t add any more tiles to it.
Note: The watercraft are separate and don’t connect to each other.

The Delvers
Now let’s dive into the fascinating world of the Delvers. There are two types of Delvers – the Sinkside and the Skyside Delvers. Both of them allow you to roll dice and discover new things.
When you’re on the Sinkside, you can use Crew cards from the Delvers’ Guild. These nifty cards let you Dive from your Skiffs and uncover valuable resources from the deep sea. Isn’t that amazing?
When I go on a diving adventure, my crew plays a crucial role in enhancing my dive action.
During a dive, I roll Dive dice. These dice come in three types:
To get started with diving, here’s what you need to do:
1. First, make sure you have all the necessary dice. This includes any dice mentioned on your Delver Crew card.
2. You’ll also need to have one die for each of your Skiffs that is currently on a tile that hasn’t been used yet. The type of die you take for each Skiff depends on the depth indicated on that Skiff’s tile.
3. Once you have all your dice, give them a good roll. You can roll them all at once or one at a time, it’s up to you!
4. After you roll the dice, you’ll immediately gain the results that are indicated on each of them. You can choose to use these results in any order you prefer.

If you have a Skiff that is currently on a tile that still has resources, you can choose that Skiff and add a resource barrel to it. The kind of resource you get will depend on the type of resource printed on the Skiff’s tile.
Remember: Each Skiff can only hold up to four resources at a time, so be mindful of that limit.

When you roll additional Depletion icons after the first one, you’ll need to put a Depletion marker on a tile where you have Skiffs but no Depletion markers yet.
If you have more Depletion markers than Skiffs, you can choose any of your tiles without Depletion to put the excess markers on. Keep in mind that once a tile is Depleted, you won’t be able to Dive for resources there anymore!

If you roll three or more dice with the same Guild icon, you’ve uncovered useful information about that Guild, and you’ll receive its rewards!
You get the bonuses listed on any Artifact tiles that have been placed next to the corresponding Guild dial on the central board.
In case you find two Delver artifacts while playing, you will get a total of 2 points for rolling three blue Research dice results. Let me explain how it works:
Wild Research: When I play the game, I notice that one side of each die doesn’t have a Guild icon. Instead, there’s a special wild icon. It’s really interesting because after I roll the dice, I have the power to choose what color I want this wild die to represent. But I have to be careful because it can only count as one color, and I can’t use it multiple times.

End of the Game
When all of the have been taken from the supply, I finish the current round so that we all have the same number of turns. Then, each of us takes one more turn after this.
During these final turns, if I need to gain , I instead take it out of the reserve that was set aside during setup.
Calculating your final score is simple, just consider the following:
- For every 5 units you have remaining, you gain or lose 1 point;
- For every two resources you have left, you also gain or lose 1 point;
- Based on the position of your Scoring Penalty Marker on your Toxicity track, you gain or lose points;
- In each Guild, the player with the most Seals scores 10 points, and the player with the second-most Seals scores 5 points.
If you want to score for a Guild, you need to have Seals there. If there’s a tie for the most Seals, the player with the least Toxicity will win. If there’s still a tie, it’s considered friendly and all tied players get the best bonus they’re eligible for. But if there’s a friendly tie for the most Seals, no one gets a bonus for second-most Seals.
Who’s the ultimate winner in this game? Well, it’s simple – the player with the most wins!
But what happens if there’s a tie? Don’t worry, there’s a plan for that too. In case of a tie, the player with the least Toxicity breaks the tie. And if there’s still a tie after that, we move on to the player with the most Crew cards. And if it’s still a tie, we’ll look at the player with the most remaining money.
But wait, what if the tie just won’t go away? In that case, all the tied players share the victory. It’s a moment of solidarity and teamwork, even in the face of a stalemate.
