How to Win

Your mission is to become the wealthiest smuggler in the game. Transport your goods under the radar, evading your opponents’ detection and seizing every opportunity to amass a fortune.

Setting Up

Before we dive into the thrilling action, let’s take a moment to set up the game:

If you’re playing with 3 or 4 players, remove 18 Legal Goods cards, 10 Illegal Goods cards, and 2 Lieutenant cards. We won’t be using them in this game.

Each player receives a Captain card and a Major card. Any extra Captains and Majors can be safely returned to the box; they won’t be needed this time around.

Now, it’s time to shuffle all of the Goods Cards together with the Lieutenant cards.

Every player will be dealt 4 facedown cards, adding them to their Captain and Major cards. This will create their starting hand.

So here’s the deal: you’ve got these cards, right? They’re all stacked up, hidden from view, in the middle of the table. We call this the draw pile.

I want you to do something for me. Pick up the top 4 cards from the draw pile and flip them over. Place them neatly in a line right next to the pile. This row of face-up cards is where the action starts.

Game Play

I’m going to tell you how to play this game. It’s really fun, so pay attention!

To start, we need to pick someone to go first. We’ll do it randomly, just to be fair. Then, turns will go around in a circle, going to the person on the right.

When it’s your turn, you can do one of two things – you get to choose!

  1. First, I’ll draw 1 or 2 cards from the center of the table.
  2. Next, I’ll create a convoy.

A. Draw 1 or 2 cards from the center of the table

Now it’s time to draw some cards. Here are the different options I can choose from:

  • I can draw 2 faceup cards.
  • I can draw 1 faceup card and 1 facedown card from the draw pile.
  • I can draw 1 faceup card.
  • I can draw 1 facedown card from the draw pile.

Note: Once you pick a card, it gets replaced by the next card in the deck right away.

Important: If you already have 8 cards in your hand, you can’t draw any more cards.

Exception: Towards the end of the game, you might not want to draw or create a convoy anymore. In that case, you can choose to pass and not play the rest of the game. If all players pass, the game is over.

B. Start a convoy

When you’re playing the game, you have the option to place 2, 3, or 4 cards from your hand with the truck side facing up on the table. These cards create your “convoy,” and for the rest of your turn, you’ll be known as the “Smuggler.”

Remember: Your convoy can include both legal and illegal goods, and it can also have one or more Prohi Cards.

Suspecting Illegal Goods

Now it’s time for the other players to investigate your convoy if they think it contains illegal goods. They can do this by playing one of their Prohi Cards.

  • If no one decides to inspect your convoy: Your convoy will reach the warehouse without any problems, and you can score the cards by placing them facedown in your “warehouse” pile in front of you.

If you and others want to check out the Smuggler’s convoy, here’s how it works: Each of your opponents who want to inspect the convoy must play a Prohi Card from their hand.

If more than one player wants to inspect the convoy, the one with the highest rank Prohi will get the chance to inspect it. We’ll call that player the “Inspector” for the rest of the turn, and everyone else can take their Prohi Cards back.

There are 3 ranks of Prohis, and each rank inspects a different number of cards.

  • Prohis have different ranks, with each rank having its own level of card inspection abilities.
  • As a Lieutenant, I hold the lowest rank among all Prohis, which means I can only inspect one card.
  • If I were a Captain, I would be one rank higher and have the privilege to inspect two cards.
  • At the pinnacle of the Prohis hierarchy are the Majors, who have the highest rank. As a Major, I would be able to inspect a total of three cards.

Bribing the Inspector

Hey there! Did you know that in this game called Bribe, the Smuggler has a sneaky trick up their sleeve? Before their convoy gets inspected, they can try to bribe the Inspector. It’s like offering them something to look the other way, you know?

So, the Smuggler can offer any number of cards from their hand as a bribe to the Inspector. If the Inspector accepts the bribe, the convoy gets to go through without any trouble. Score one for the Smuggler!

Now, here’s where it gets interesting. The Smuggler and the Inspector can negotiate the bribe, or they can just stay silent and let their actions do the talking.

Once the Smuggler offers the bribe, the Inspector has two choices:

  1. Choice number one: The Inspector accepts the bribe. Well, who wouldn’t? The Smuggler’s convoy gets a free pass, and the Smuggler scores their cards facedown in their “warehouse” pile. But wait, there’s more! The Inspector also gets to keep the bribe for themselves. Think of it as a little bonus for turning a blind eye. And yes, the Inspector takes back the Prohi Card they played too.

The Inspector Rejects the Bribe

When the Inspector rejects the bribe, something interesting happens. The Smuggler, who offered the bribe, takes it back. Then, the Inspector proceeds with his inspection.

It’s worth noting that the Smuggler can try offering multiple rounds of bribes, even if their first bribe gets rejected.

However, if the Inspector isn’t offered a bribe at all, he has the option to skip inspecting the convoy. In this case, he keeps the Prohi Card he played and puts it facedown in front of him. This is his way of scoring points.

Variation: Some people like to play with a rule where the Inspector can take back his Prohi Card if he isn’t offered a bribe.

Inspection Process

Now, let’s talk about how the inspection works. It depends on the rank of the card the Inspector played.

If the Inspector turns over ONLY Legal Goods:

When it comes to the mission, things are looking good. I successfully grab all the cards in the convoy and stash them safely in my “warehouse” right in front of me. Oh, and I also take the Inspector’s Prohi Card and add it to my hand. It’s a smart move, if I do say so myself.

What Happens When the Inspector Discovers Illegal Goods?

Imagine this – you’re playing a game called Smuggler’s Convoy, and I’m the inspector in charge of checking if you’re carrying any illegal goods. The tension is high, and everyone is waiting with bated breath to see what happens next.

Well, let’s say I’m inspecting your convoy, and I find any illegal goods. In that case, everything comes to a halt. The inspection is immediately stopped, and unfortunately, your convoy is unsuccessful. But that’s not all – I, as the inspector, get to steal all the cards in your convoy.

Now, here’s the twist – I don’t just keep them for myself. Instead, I score them in my own secret “warehouse.” I place them facedown in front of me, adding to my growing collection of confiscated goods. It’s a bit of a blow for you, but it’s a victory for me as the inspector.

But What If the Inspector Finds a Prohi Card?

Now, imagine a different scenario where I, as the inspector, come across a Prohi Card while inspecting your convoy. The outcome is quite different this time.

As soon as I uncover that Prohi Card, the inspection is immediately stopped once again. However, this time, the verdict is in your favor. Your convoy is deemed successful, and you get to score all the cards in your convoy.

Just like before, you place them facedown in your “warehouse,” right in front of you. It’s a sweet victory, and now you have more cards to add to your growing collection.

But that’s not all – you also get to claim my Prohi Card as your prize. You add it to your own hand, giving you an extra card to use in future rounds. It’s a double win for you!

So, remember, whether I find illegal goods or a valuable Prohi Card, the outcome can vary. It’s up to luck and your strategy to determine whether your convoy is successful or unsuccessful in the game of Smuggler’s Convoy. Will you outsmart me, the inspector, or will I catch you red-handed? The choice is yours, my friend.

Note: Finding a Prohi Card is just like discovering something that’s completely legal, except that it has the power to cut an inspection short, before the Inspector has had a chance to go through all of his cards.

Important: Only cards that are turned face-up during an inspection are revealed. All the other cards in the convoy remain face-down and are scored secretly (regardless of the inspection’s outcome).

End of the Game

When there are no more cards left to draw, and less than 4 face-up cards in the middle of the table, the game is about to end, and the final round starts.

Everyone gets one final turn (including the player who caused the game to end).

Note: The game can also end early if all players decide to pass.

Scoring

Players calculate the points for all the cards they have in their warehouse:

    In the game of Prohi, there are different types of goods and characters that have different values. Let’s take a look at the prices of each one:

    • Legal Goods are $1000 each
    • Illegal Goods are $4000 each
    • Lieutenants are $3000 each
    • Captains are $4000 each
    • Majors are $5000 each

    In addition, players also receive extra points for each Prohi Card they have left in their hand. Here’s how many points each character card is worth:

    • Lieutenants are $1000 each
    • Captains are $2000 each
    • Majors are $3000 each

    On the other hand, players lose points for each Illegal Goods card they have left in their hand. Each Illegal Goods card is worth negative $4000.

    Keep in mind: If you still have Legal Goods in your hand at the end of the game, they are worth zero points.
